We are committed to making your permitting and inspection process efficient, transparent, and easy to navigate. Through our Building Development Division, we guide you step-by-step through the plan review, permitting and inspections processes.

Whether you are a homeowner making improvements, a small business owner launching a new venture, or a commercial developer, our team is here to help. We work with you to ensure that buildings, structures and building service equipment are constructed and installed in compliance with the building codes adopted by the City of San Antonio.

Plan Review Section

Our plan review staff partners with customers to ensure building plans comply with City requirements, including adopted building-related codes and the Unified Development Code. We review building plans for:

  • zoning
  • fire
  • building
  • electrical
  • mechanical
  • plumbing
  • traffic
  • tree
  • landscape
  • irrigation

Because development projects often require review by multiple City departments and outside agencies, the Plan Review Section coordinates these reviews to streamline the process and provide a clear, consolidated path toward approval.

Plan Review Teams

Consultation

The Consultation team is here to assist customers in providing guidance in the following areas:

  • Understanding the overall project development process. This may include working with other city departments.
  • How to start a new construction project and which applications are appropriate based on the scope of work.
  • New buildings for commercial use or residential homes that need a technical plan review. NOTE: A technical plan review requires full construction drawings applicable to the proposed scope of work.
  • Information on remodels and additions to existing commercial buildings that are more complex and need complete construction plans. This includes a change of use of a building with construction
  • "Next step" guidance for customers after obtaining their permits or inspections.
  • Who to contact at DSD to answer:
    • Detailed technical code-related questions.
    • Provide detailed solutions regarding application problems, technical reviews, or inspection issues.

The Consultation Team can answer standard technical code and Unified Development Code (UDC) questions customers may have.

Customer Advocate

The Customer Advocate team wants you to have the best customer experience possible when working with DSD.

Call Center

The Call Center answers the department's main telephone lines, directing you to the proper staff person to help you and answering any questions you have about your development project.

Permits/Licenses/Certificates of Occupancy Section

This section helps homeowners and licensed contractors receive the right permits for their proposed projects.

Permits are required for projects from room additions to foundation repairs and building a new home.

After you receive approval of all of the required inspections for your building project, this team will issue your certificate of occupancy and will send a notice of utility release to CPS Energy, allowing you to establish service with CPS Energy.

Affordable Housing

The Affordable Housing team coordinates, conducts, and monitors plan review and inspections for any permits receiving bond or grant funding by the federal, state or local affordable housing initiatives. Our mission is to ensure the safety of the public while facilitating development for affordable housing projects.
