Large Area Rezoning

Many areas have zoning inconsistencies due to old zoning codes. Large Area Rezoning (LAR) is meant to align zoning in the area with the current use of properties, consistent with the adopted future land use plan(s). Only City Council can approve zoning changes.

Process

  1. City Council Request (CCR) is submitted by the Council District office.
  2. City Council approves a resolution to initiate the Large Area Rezoning (LAR) process.
  3. Research and analysis phase: staff reviews property records, creates maps, establishes a timeline, and conducts site visits.
  4. Drafting phase: staff prepares draft maps and a list of proposed zoning changes.
  5. Public input phase: outreach begins with neighborhood association meetings and stakeholder discussions.
  6. Community meetings are held to present and discuss the proposed zoning changes.
  7. Public hearing notices are mailed to affected property owners and stakeholders.
  8. Zoning Commission hearing is conducted.
  9. City Council hearing is held for final consideration.
  10. Final approval: ordinance is adopted to implement the zoning changes.
