City of San Antonio Code, Chapter 33 relates to the Vehicle for Hire industries. The rules and regulations are more detailed requirements for each industry that supplement Chapter 33.

Enroll as a Chauffeur

To be issued a permit to operate as a chauffeur with the City of San Antonio, you must be employed by or under contract with a permitted company. The company will issue you an enrollee transfer form, which you must present to the Ground Transportation Unit.

NOTE: You must complete a fingerprint background check before you can be issued a chauffeur’s permit.

Renew a Chauffeur’s Permit

To renew a chauffeur’s permit with the City of San Antonio, present the Enrollee / Transfer Form signed by a permitted company.

NOTE: You must complete a fingerprint background check before you can be issued a renewed chauffeur’s permit.

Chauffeur Driver Transfers 

To transfer from one permitted company to another, you must present the Ground Transportation Unit an Enrollee / Transfer Form signed by a permitted company.

Drop Rate: $3.50

Per Mile: $2.70*

Wait Time: $27.00 per hour

Traffic Delay: $27.00 per hour

Downtown Minimum: $10.00

Additional Passengers Over 4: $2.00 Ea.

Cleaning Fee: not to exceed $200.00

Airport (Origination trips from SAT)

• Minimum Fare: $20.00
• Per Trip Fee (added to meter): $1.25

Special Event Fee: $5.00 plus meter

Special Event Fee may only be charged for pickups at:

• AT&T Center
• Alamodome
• Freeman Coliseum
• Toyota Field
• Official Fiesta Events

Note: Fuel surcharge may be added to the per-mile rate (Chapter 33-981)
