About the Program

The City offers 0% interest, forgivable loans to help homeowners make important repairs that improve safety, health, accessibility, and code compliance.

As long as you remain in your home and follow program requirements, the loan is forgiven over time. The City pays your selected contractor directly using the loan funds.

The City pays your selected contractor directly using the loan funds. Covered repairs may include:

  • Electrical
  • Plumbing
  • Heating and Cooling
  • Foundation/Structural
  • Windows and Doors

Loan Qualification & Eligibility

First, you must qualify for the loan. After that, the City will inspect your home to confirm final eligibility.

To apply, you will need to meet the following requirements:

Your Home
  • You must own and live in a single-family home in the City of San Antonio (Council Districts 1 through 10 only). To verify, you can use Find My Council District or call 210-207-6459.
  • Your home must have a current Homestead Exemption.
  • You must be current on your property taxes and mortgage payments.
  • Reverse mortgages do not qualify for this program.
Your Property Ownership
  • You must have a clear title to your home.
  • If you have liens or judgments on your property, you may still qualify as long as the total amount is less than $5,000.
Your Income

Your household income must be at or below 80% of the Area Median Income (AMI).

Insurance

You must show proof of Homeowners Insurance.

Terms & Conditions

The money is given as a forgivable loan — meaning you likely won't have to pay it back.

  • As long as you live in the home, you do not have to make payments.
  • Each year, a portion of the loan is forgiven automatically.
  • The longer you stay in your home, the more gets forgiven.
  • If you stay for the full program period, the loan may be forgiven completely.

Important Information to Know

Before Work Begins
  • A City inspector will visit your home to determine what work is needed to improve health, safety, and accessibility, and what those repairs will cost.
  • A lien will be placed on your home. This is a legal notice (Deed of Trust and Restrictive Covenant) filed with Bexar County that remains on your property until the loan is paid off.
  • You will need to move out before work begins.
  • You are responsible for your own moving costs and temporary housing while work is being done. The program does not cover these expenses.
  • Stay current on property taxes and homeowner’s insurance to avoid affecting your loan status.
During Construction
  • Construction usually takes 4 to 8 months. You must stay somewhere else for the entire construction period.
  • Everyone living in the home must remain moved out during the entire construction period for safety.
  • A portable storage container and a small moving allowance are provided, but no rental or relocation assistance is available.
After Construction
  • A restrictive covenant is a rule that determines how long you must keep the home after receiving repair funding. The amount of money used for your repairs determines how long this requirement lasts.
  • If you move, rent, or sell your home during the program, you will owe the City the remaining balance of your loan, plus interest.
  • Stay current on property taxes and homeowner’s insurance to avoid affecting your loan status.

Area Media Income (AMI)

About AMI

Area Median Income, or AMI, is the middle income for households in San Antonio and Bexar County — half of households earn more, and half earn less.

Why It Matters

This program is for households with low to moderate incomes. To qualify, your household income generally needs to be at or below 80% of the AMI. Both your total household income and the number of people living in your home are used to determine if you qualify. Check the chart below to see if your household may qualify.

Getting Started

  1. You will need to create a new account for the Home Rehab Loan Interest Form. You cannot use an old account.
  2. You will be asked several questions about your household. Please answer all of the questions. Answers will help our team determine if you are eligible for the program.

Step 2.Schedule Appointment

No walk-in appointments. If you meet the initial eligibility requirements, you will be sent a link to schedule an appointment.

Step 3.Bring Required Documentation to Appointment

To complete an application for the 0% interest loan, please bring the following documents to your appointment:

ID and Social Security
  • A current government-issued ID for everyone living in the home.
  • Social Security Cards for everyone living in the home, including children.
Insurance

If you have homeowner's insurance, bring your insurance declaration page (this is the summary page that comes with your policy).

Property Taxes

If you are on a tax deferral or payment plan, bring proof that your payments are current.

Mortgage

If you have a mortgage, bring your most recent mortgage statement.

Proof of Income — bring any that apply:
  • Last 3 consecutive months of pay stubs.
  • Last 2 years of tax returns (if self-employed).
  • Current 2026 benefit award letters for any of the following:
    • Social Security
    • Supplemental Security Income (SSI)
    • Retirement benefits
    • Child Support
    • Alimony
    • Temporary Assistance for Needy Families (TANF)
Bank Statements

Last 3 most recent consecutive monthly bank statements (For example: December 2025, January 2026, and February 2026).

Retirement Accounts

If you have a retirement savings account, bring your most recent statement.

Step 4.Application

NOTE: Applications will only be submitted once all required documentation is received.

If all documentation is received, staff will assist in submitting a Home Rehab Loan Application. Submission does not guarantee eligibility or selection for any program or loan approval. All applications undergo a review process to determine whether you qualify for the loan and for program participation.

Loan Closing

If pre-qualified for the loan, staff will work with you to coordinate site visits with your chosen contractor, Scope of Work and Bid, and loan documents, including contracts and restrictive covenant. During this stage, additional documentation may be required. Delays in providing requested documentation may lead to project delays or removal from the program.

Typically, it takes 4–8 months from application submission to signing loan documents.

NOTE: Loan approval is not final until all agreements have been signed and the restrictive covenants have been filed with Bexar County.

Construction

Construction on Major Rehab projects typically takes 4–8 months. During this time, everyone living in the home will need to temporarily move out for safety reasons. The program provides a small moving allowance and a portable storage container to help with the transition; however, it cannot cover rent or other relocation costs.

Completion & Warranty

Once construction is complete and all inspections have been done, residents can move back into the home.

A one-year warranty is provided. During that period, homeowners may reach out to their contractor with any issues that may arise with the work that was completed.
