About the Program
The City offers 0% interest, forgivable loans for energy-efficient cool roof shingle replacements through two eligibility pathways:
- Homeowners who live in designated high heat areas known as Urban Heat Islands (UHI).
- Homeowners who do not live in a designated high heat area may still qualify if their household income is at or below 80% of the Area Median Income (AMI).
NOTE: This is not an emergency roof replacement program, and application processing may take up to 3 months depending on demand.
Loan Qualification & Eligibility
First, you must qualify for the loan. After that, the City will inspect your home to confirm final eligibility.
To apply, you will need to meet the following requirements:
- Your Home

- You must own and live in a single-family home in a neighborhood that is in one of the Cool Roofs covered areas. Please check the UHI Mitigation Priority/Target Areas Map(PDF, 1MB) or call 210-207-6459.
- Your home must have a current Homestead Exemption.
- You must be current on your property taxes and mortgage payments.
- Reverse mortgages do not qualify for this program.
- Your Property Ownership

- You must have a clear title to your home.
- If you have liens or judgments on your property, you may still qualify as long as the total amount is less than $5,000.
- Your Income

Your household income must be at or below 80% of the Area Median Income (AMI).
NOTE: Review the AMI Chart to check your household's limit.
- Insurance

You must show proof of Homeowners Insurance.
Terms & Conditions
The Under 1 Roof Loan cannot exceed $19,000 and requires a Restrictive Covenant with a term of 5 years.
A restrictive covenant is a rule that says how long you must keep the home after receiving repair funding. The amount of money used for your repairs determines how long this requirement lasts.
The money is given as a forgivable loan — meaning you likely won't have to pay it back.
- As long as you live in the home, you do not have to make payments.
- Each year, a portion of the loan is forgiven automatically.
- The longer you stay in your home, the more gets forgiven.
- If you stay for the full program period, the loan may be forgiven completely.
- If you move, rent, or sell your home during the program, you will owe the City the remaining balance of your loan, plus interest.
- You must keep up with your property taxes and your mortgage throughout the program. Falling behind could affect your loan.

Loan Closing
If pre-qualified for the loan, staff will work with you to coordinate site visits with your chosen contractor, Scope of Work and Bid, and loan documents, including contracts and restrictive covenant. During this stage, additional documentation may be required. Delays in providing requested documentation may lead to project delays or removal from the program.
Typically, it takes 3 months from application submission to signing loan documents for the Under 1 Roof Program.
NOTE: Loan approval is not final until all agreements have been signed and the restrictive covenants have been filed with Bexar County.
Construction
A City inspector will visit your home to decide what work is needed to improve health, safety, and accessibility, and what those repairs will cost.
Under 1 Roof projects can typically take 1 week to complete construction.
Completion & Warranty
Once construction is complete and all inspections have been done, a one-year warranty is provided. During that period, homeowners may reach out to their contractor with any issues that may arise with the work that was completed.
