The Displacement Impact Assessment (DIA) is a tool that helps City staff and Council better understand a neighborhood when considering funding a proposed development in that neighborhood.

The assessment gives City staff, City Council and the public a better understanding of the surrounding neighborhood and the ways it may be more or less vulnerable to displacement pressures before funding decisions are made. The DIA does not determine whether a project will receive funding. It provides information that can help guide funding decisions and, when appropriate, inform discussions with developers about changes that could increase community benefits and reduce displacement risks.
Developing and using the DIA is one of the strategies identified in the City's Strategic Housing Implementation Plan (SHIP).
In 2022, Neighborhood & Housing Services (NHSD) held four community meetings regarding the Bond processes, the DIA and timelines.
The meetings all had two one-hour sessions with a break in between. Attendees were invited to attend for one or both hours.
Spanish interpreters were present at all meetings and free parking was available. Attendees were given the opportunity to sign up for additional information sessions associated with the bond and DIA.
