Rental Assistance Program

The Housing Assistance Program (HAP) provides financial assistance to renters experiencing emergency hardships from COVID-19 and to keep families in their homes. To help with emergency housing needs, HAP has two components: rental assistance and relocation assistance for qualified households facing housing instability.

This is based on the Risk Mitigation Fund Policy adopted by City Council in 2019.

If you need help with rent, please call the Homeless Connections Hotline. They can help you apply for rental assistance programs.

  • Monday - Friday: 8:30 a.m. - 4:30 p.m.
  • Closed for lunch: 11:45 a.m. – 12:30 p.m.

NOTE: There is no deadline for rental assistance through the Homeless Connections Hotline.

Application Process

  1. Contact the Homeless Connections Hotline.
  2. You will be connected to a trained representative who is familiar with housing-related resources within the City of San Antonio and greater community.
  3. The operator will administer a preliminary screening of your needs to determine the best resource and eligibility for services.
  4. If you meet the criteria during the screening, you will be referred to the rental assistance program for more support.

NOTE: Rental assistance is limited and is awarded on a first-come, first-served basis. Applying does not guarantee financial assistance. Landlord participation is required to receive assistance.
