Cool Roofs for High-Heat Areas

The City is offering energy-efficient cool roof shingle replacements in eligible neighborhoods that experience extreme heat. All inquiries will be processed in the order they are received based on funding availability. This is not an emergency roof replacement program, and application processing can take up to three months, depending on demand.

The City of San Antonio will place a restrictive covenant on the property requiring homeowners to maintain ownership and occupancy for five years after project completion.

Program Guidelines

  • Roofs requiring structural repairs are not eligible.
  • All projects use white, 3-tab asphalt shingles and reflective radiant barrier underlayment to increase energy savings and overall energy efficiency of the home.
  • Roof repair is limited to the primary house on the property.
    • Roofing on detached structures will not be replaced (no detached garages, carports, sheds, etc.).
  • Cool Roofs for High-Heat Area is a one-time grant, not to exceed $19,000 per household.
  • Household income documentation is not required for homeowners who reside in the San Antonio Urban Heat Island Neighborhoods(PDF, 1MB) – areas where neighborhoods experience increased heat.
  • Properties in need of significant repairs or full rehabilitation may not qualify for the program.

Step 2.Eligibility

NOTE: Final eligibility is determined upon site visit and roof assessment.

  • Own and live in a single-family home with a current Homestead Exemption within the City of San Antonio.
  • Homes must be located in eligible neighborhoods.
  • Homeowner must live on the property.
  • Homeowner must be current on property taxes or have less than $5,000 in active deferral.
  • Have a valid government-issued ID and Social Security Card or resident card.
  • Homeowner must have clear title with no liens or judgments exceeding $5,000; homes with reverse mortgages are not eligible.  
  • Property can have a metal roof, gravel roof, clay tiles, or wood shingles.
    • Shasta White shingles will be installed.
  • Homes must not have had a roof replacement within the last seven years unless the roof is actively leaking.
  • If insured, the homeowner must not have received an insurance payout for full roof replacement claims in the last five years.
    • Claim documentation must be submitted. Neighborhood & Housing Services (NHSD) staff will review the insurance claim history from the previous five years to confirm eligibility.
  • If there is an active mortgage, proof of current mortgage (statement) is required.
  • Proof of homeowner insurance will be needed if the repair costs exceed $15,000.

Required Documentation

Bring all the following with you to your appointment:

  • Copies of current government-issued IDs and Social Security Card for all homeowners. 
  • If currently insured, a copy of the property insurance declaration page is required.
  • If the property tax account has an active deferral or payment plan (must be less than $5,000), proof of current payment is required.
  • If repair costs exceed $15,000, proof of homeowners' insurance is required.
  • Proof of current mortgage (statement), if applicable.

Step 4.What Happens Next

Eligibility Review

  1. Project is reviewed for eligibility, property tax homestead exemption, current taxes, and clear title.
  2. A title review will be conducted to validate home ownership.
  3. Homeowner will be contacted by phone or letter regarding approval, denial, or if additional information is needed for processing.
  4. Once homeowner is pre-approved, they will select a contractor from a courtesy list provided by the City of San Antonio.  

Sign the Agreement

  1. An estimate of materials and cost will be created.
  2. If the estimate is approved, the homeowner will be contacted to sign the Program Agreement and Restrictive Covenant before work can be completed. If the estimate is over $15,000, homeowner's insurance will be required.
  3. The contractor will complete the roof repairs, and the Restrictive Covenant will become active for five years.
