The City of San Antonio Fee Waiver Program provides City and SAWS fee waivers for eligible projects. The program supports affordable housing and historic preservation, supports existing homeowners, and promotes the expansion of small and minority businesses in San Antonio. Applicants are encouraged to review the Program Guidelines closely before applying.
The FY2024 application period for the Affordable Housing category was open from January 1 - 31, 2024. Projects are no longer awarded on a first-come, first-served basis, but instead awarded based on the guidelines’ priority level. All applicants will be notified about their project’s initial status following the closing date. Following the open application period, additional applications will be accepted pending funding availability. Please contact the Fee Waiver Program staff with any questions.
Applications are now being accepted for the Historic Rehabilitation category at this time. To qualify under the Historic Rehabilitation category, a project must qualify for the Local Tax Exemption for Substantial Rehabilitation, administered by the Office of Historic Preservation. Please see Program Guidelines or contact COSA Fee Waiver Program staff to learn more.
City and SAWS Fee Waivers are available to applicants qualifying under the Small Business category, as well as health providers serving vulnerable communities.
Business development waivers are awarded to qualifying projects on a first-come, first-served basis. Please review the Program Guidelines and Economic Development Business Fee Waiver Guidelines before applying.
