City Employee Homebuyer Assistance

NOTE: The City Employee Homebuyer Assistance Program (FRHAP and HOPE) is currently not accepting new applications for FY 2026. If renewed by City Council, funding will become available October 1, 2026.

The Neighborhood & Housing Services Department (NHSD) offers homebuying assistance with two programs:

First Responders Homebuyer Assistance Program (FRHAP)

Available to eligible City uniformed firefighter and police employees.

Homeownership Program for Employees (HOPE)

Offered to eligible City civilian employees.

Loan Amounts

• Homes located inside the boundaries of the City of San Antonio, but outside the Community Revitalization Action Group (CRAG) area will receive a flat loan amount of $20,000.
• Homes located inside the boundaries of the City of San Antonio, and inside the CRAG area will receive a flat loan amount of $40,000.
