City Employee Homebuyer Assistance

The Neighborhood & Housing Services Department (NHSD) offers homebuying assistance with two programs:

First Responders Homebuyer Assistance Program (FRHAP)

Available to eligible City uniformed firefighter and police employees.

Homeownership Program for Employees (HOPE)

Offered to eligible City civilian employees.

NOTE: The HOPE Program is currently not accepting new applications for FY 2024. If renewed by City Council, new funds will be available beginning on October 1, 2024.

Loan Amounts

• Homes located inside the boundaries of the City of San Antonio, but outside the Community Revitalization Action Group (CRAG) area will receive a flat loan amount of $20,000.
• Homes located inside the boundaries of the City of San Antonio, and inside the CRAG area will receive a flat loan amount of $40,000.
