The City invests Community Development Block Grant funds in a range of community development programs designed to support low- and moderate-income residents and strengthen older neighborhoods. These funds can help improve housing conditions, expand public services and enhance neighborhood infrastructure.
The Neighborhood and Housing Services Department's Grants Monitoring and Administration Division is responsible for the Community Development Block Grant. The federal government establishes annual funding levels through congressional actions. U.S. Department of Housing and Urban Development (HUD) in turn awards entitlement communities through a pre-established formula based on the approved congressional budget/continuing resolution. Annual funding levels vary from year to year.
Every five years, the City of San Antonio is required to establish a Five-Year Consolidated Plan on how to effectively utilize future federal community development funding. Subsequently, the City also creates an Annual Action Plan based on meeting the goals of the Five-Year Consolidated Plan and the City's Strategic Plan for Community Development.
Community Development Block Grant eligible activities may include:
Projects which improve or create housing for low- or moderate-income homeowners and renters.
Projects may include rehabilitation, site acquisition, counseling, etc.
Projects which stimulate economic conditions of low- and moderate-income persons and/or provide commercial activities in low- and moderate-income communities.
Projects may include job training, commercial facade improvements and acquisition of blighted properties.
Projects that improve or develop community facilities that benefit low- and moderate-income persons.
Projects may include employment, recreation, youth activities, health, child care, etc.
Projects may be used to install or improve a low- and moderate-income community's infrastructure including streets, curbs, gutters, streetlights, drainage, neighborhood facilities, sidewalks, parks, etc.
