To ensure we can fully support the households already scheduled for intake, we are pausing Major Rehab application appointments.

The City offers 0% interest, forgivable loans to help homeowners make important repairs that improve the safety, health, accessibility, and code compliance.

As long as you remain in your home and follow program requirements, the loan is forgiven over time.

The City pays your selected contractor directly using the loan funds. Covered repairs may include:

  • Electrical
  • Plumbing
  • Heating + Cooling
  • Foundation/Structural
  • Windows and Doors

Step 1.Eligibility for Forgivable Loan

NOTE: Final eligibility for forgivable loan is determined upon site visit and home assessment.

  • Own and live in a single-family home with a current Homestead Exemption within the City of San Antonio
  • Household Income at 80% or below of Area Median Income
  • Have a clear property title – Lien issues and/or judgments with a combined total less than $5,000 may still be eligible
  • Must be current on property tax and mortgage payments
  • Reverse mortgages not eligible
  • Proof of Homeowner/Fire Insurance 

Step 2.Required Documentation

To pre-apply for the 0% interest loan, please bring all of the following to your appointment:

  • Copies of current government-issued IDs and Social Security Card for individuals living in the home (birth certificates for minors)
  • If currently insured, a copy of the property insurance declaration page is required
  • If the property tax account has an active deferral or payment plan (must be less than $5,000), proof of current payment is required.
  • Proof of current mortgage (statement), if applicable
  • Proof of Income includes three months of most recent pay stubs, last two years of tax returns if self-employed, or benefit award letters. Current 2026 benefit award letters may include:
    • Social Security
    • Supplemental Security Income (SSI)
    • Retirement
    • Child Support
    • Alimony
    • Temporary Assistance for Needy Families (TANF).
  • Bank statements for three most current and consecutive months (For example, December 2025, January 2026, and February 2026)
  • Retirement savings account statements, if applicable

Terms & Conditions

This program assists qualified homeowners with low to moderate income rehabilitate their properties by providing deferred forgivable loans to cover the cost of the needed repairs. These repairs focus on health and safety, accessibility, and major system concerns.

Assistance is a deferred forgivable loan to homeowner for which repayment is not required as long as the homeowner resides in the home, and a percentage forgiven annually based on the invested amount and length of term.

Additional terms and conditions apply to program eligibility and requirements:

  • If property is vacated, leased, or sold during the contract period: balance becomes due & payable to the City with interest
  • Site Inspection will determine the amount of loan assistance needed and repair costs
  • Lien: Deed of Trust and Restrictive Covenant will be recorded at the Bexar County Clerk’s Office
  • Homeowner’s property insurance must be maintained throughout the entire contract period
  • The homeowner must move out before construction begins and remain relocated for the duration of the work, which typically lasts 4 – 8 months
  • Homeowner is responsible for moving and temporary housing living expense
  • Property taxes and homeowner’s insurance must be maintained for the entire contract period
  • Contract period is determined by rehabilitation amount invested into the property
