2026 marks the fifth year of SHIP implementation. This year, the City and our partners will revisit production and preservation goals to ensure alignment with community need. The learnings from this process will also inform and be incorporated into the City's Consolidated Plan and Annual Action Plan.
The Consolidated Plan is a required document from the U.S Department Housing of Urban Development (HUD) that informs the federal government how the City intends to spend its annual federal grant allocations based on the community needs. Subsequently, every year, the Annual Action Plan is submitted with details on the annual budgets for programs and projects that address the priority needs in alignment with the Consolidated Plan. The Consolidated Plan and Annual Action Plan will be proposed to City Council in August 2026.

Special Housing Supply
In August 2025, the Mayor directed the Planning and Community Development Committee, to establish a Task Force to develop initial recommendations to increase specialized housing supply for veterans with housing vouchers, people with disabilities, older adults, and LGBTQ+ youth without homes.
The Special Housing Supply Report provides these initial recommendations, which will be incorporated into the SHIP Refresh and future planning work around affordable housing.
