Under 1 Roof

The Under 1 Roof Program assists homeowners with replacing worn and damaged shingles with new, energy-efficient white shingle roofs and solar underlayment proven to improve energy.

Under 1 Roof Cool Neighborhood Pilot Program focuses on areas most impacted by extreme heat. Heat is absorbed by the roof and transferred into the home.

All complete applications will be processed in the order they are received based on funding availability. Under 1 Roof is not an emergency roof replacement program, and application processing can take up to three months, depending on demand.

Program Guidelines

  • Roofs requiring structural repairs are not eligible for Under 1 Roof.
  • All Under 1 Roof projects use white, 3-tab asphalt shingles and reflective radiant barrier underlayment to increase energy savings and overall energy efficiency of the home.
  • Roof replacement is limited to the primary house on the property.
    • Roofing on detached structures will not be replaced (no detached garages, carports, sheds, etc.).
  • Under 1 Roof is a one-time grant, not to exceed $19,000 per household.
  • Household income documentation is not required for homeowners who reside in the San Antonio Urban Heat Island Neighborhoods(PDF, 1MB) – areas where neighborhoods experience increased heat.
  • Properties in need of significant repairs or full rehabilitation may not qualify for the program.

Step 2.Eligibility

NOTE: Final eligibility is determined upon site visit and roof assessment.

  • Applicant must live in a single-family home within the San Antonio city limits in an Urban Heat Island Neighborhood in the City of San Antonio.
  • Applicant must live on the property identified in the application.
  • Applicant must have a current year Homestead Exemption on the property.
  • Homeowner must be current on property taxes, payment plan, or have less than $5,000 in active deferral.
  • Reverse mortgages are not eligible.
  • Homeowner must be a US citizen or Permanent Resident.
  • Homeowner must have clear title.
    • Any liens and judgments must be less than $5,000.
  • Property can have a metal roof, gravel roof, clay tiles, or wood shingles.
    • Shasta White shingles will be installed.
  • Homes must not have had a roof replacement within the last seven years unless the roof is actively leaking.
  • If insured, the homeowner must not have received an insurance payout for full roof replacement claims in the last five years.
    • Claim documentation must be submitted. Neighborhood & Housing Services (NHSD) staff will review the insurance claim history from the previous five years to confirm eligibility.
  • If there is an active mortgage, proof of current mortgage (statement) is required.

Required Documentation

Bring all the following with you to your appointment:

  • Completed application with all fields filled in and signatures.
  • Copy of current picture ID or driver’s license and Social Security Card for all homeowners.
  • If currently insured, a copy of the property insurance declaration page is required.
  • If the property tax account has an active deferral or payment plan (must be less than $5,000), proof of current payment is required.
  • If repair costs exceed $15,000, proof of homeowners' insurance is required.
  • Proof of current mortgage (statement), if applicable.

Step 4.What Happens Next

Application Review

  1. Application is reviewed for completeness, property tax homestead exemption, current taxes, and clear title.
  2. A title review will be conducted to validate home ownership.
  3. Homeowner will be contacted by phone or letter regarding application approval, denial, or if additional information is needed for processing.

Sign the Agreement

  1. Once the homeowner is qualified, a contractor will review the roof and create an estimate of materials and cost.
  2. If the estimate is approved, the homeowner will be contacted to sign the Program Agreement and Restrictive Covenant before work can be completed. If the estimate is over $15,000, homeowner's insurance will be required.
  3. The contractor will complete the roof replacement, and the Restrictive Covenant will become active for five years.
