Troy Elliott

Career
Troy Elliott was appointed as director of
Finance for the City of San Antonio in
October 2011. As the director, he is
responsible for overseeing Accounting Services, Central
Services, Compliance and Resolution, Financial
Operations, Financial Services, Procurement and Fiscal
Shared Services.
Prior to this position, Mr. Elliott served as the Assistant
Finance Director and the director of the City’s
Enterprise Resource Management Project. In these
roles, he was responsible for re-engineering the way
the City of San Antonio conducts business through the
redesigning of business processes, establishing shared
services and the implementation of various software
packages, such as SAP.
He started his
career with the North Central Texas Council of
Governments. Mr. Elliott left the Council of Governments
in August of 1996 as the Manager of Finance to begin
his career with the City of San Antonio. Over his career,
he has held a variety of positions and has more than 20
years of experience in Municipal Accounting, Finance
and Project Management.
