Career

Troy Elliott has more than 30 years of experience in municipal accounting, finance, and project management. Mr. Elliott joined the City of San Antonio in 1996 after beginning his career with the North Central Texas Council of Governments. In 2025, he was named the City's Chief Financial Officer (CFO). As CFO, Mr. Elliott provides strategic direction and operational oversight for the Finance Department’s 12 divisions:

  • Compliance and Resolution
  • Controller’s Office
  • Department Fiscal Administrators
  • Director’s Office
  • Disbursements
  • Financial Management
  • Financial Operations
  • Print and Mail Services
  • Procurement
  • Public Utilities
  • Revenue Collections
  • Training, Development and Employee Engagement

Prior to his appointment as CFO, Mr. Elliott re-engineered the way the City of San Antonio conducts business in his roles as the City's Deputy Chief Financial Officer and Director of its Enterprise Resource Management Project. Mr. Elliott was also instrumental in bringing the fiscal shared services model and enterprise-wide systems, such as SAP, to the City of San Antonio.
