Melanie Keeton was appointed as Deputy Finance Director for the City of San Antonio in December 2024. As the Deputy Finance Director, she is responsible for overseeing:

  • Accounting Services
  • Central Services
  • Compliance and Resolution
  • Fiscal Shared Services
  • Training, Development and Engagement
  • Financial Operations

Prior to this position, Ms. Keeton served as Assistant Finance Director over Accounting and as the City's Controller. In these roles, she was responsible for redesigning business processes and internal controls to ensure the City's financial activities were recorded accurately and in compliance in generally accepted accounting principles; that employee and vendor payments were accurately and timely issued; and that the City's federal and state grants were ran in accordance with Federal and State regulations.

Prior to joining the City of San Antonio, she spent seven years with KPMG LLP, holding a variety of positions before she left as an Audit Senior Manager primarily engaged on governmental and non-profit entities’ financial and single audits. She additionally trained audit staff, especially related to Governmental Accounting Standards Board, U.S. Government Accountability Office, and American Institute of Certified Public Accountants requirements.

Ms. Keeton has more than 20 years of experience in Accounting, Finance, Auditing and Internal Controls.

  • Bachelor of Science in Economics with an emphasis in Accounting, Saint Mary's College of California
  • Certified Public Accountant (CPA)

Ms. Keeton is an active presenter for both GFOA and GFOAT, and was part of the task force created to develop Governmental Accounting Standards Board Statement No. 87, Leases.

She previously served nine years on the Accounting, Auditing and Financial Reporting Committee, where she held both the vice-chair and chair positions over various terms.
