Melanie Keeton has more than 20 years of experience in accounting, finance, auditing and internal controls. Since 2024, Ms. Keeton has served as Deputy Finance Director where she oversees the Finance Department’s Compliance and Resolution, Fiscal Operations, and Training, Development and Employee Engagement divisions. Ms. Keeton is also leading the City of San Antonio’s SAP S/4HANA and Ariba enterprise-wide system upgrade.
Prior to becoming Deputy Finance Director, Ms. Keeton served as Assistant Finance Director. She provided oversight for the department’s Accounting Services Group (consisting of Department Fiscal Administrators, Disbursements, and the Controller’s Office) restructuring business processes and internal controls to ensure that the City's financial activities are recorded properly and adhering to generally accepted accounting principles. Ms. Keeton also overhauled processes to enhance the accuracy and timeliness of payments to vendors and employees; and strengthen controls to ensure City’s compliance with federal and state funding guidelines and regulations. Ms. Keeton provided guidance and led the federal reporting associated with its COVID-19 federal funding (Coronavirus Relief Fund grant, State and Local Fiscal Recovery Funds grant, and Emergency Rental Assistance grants). She additionally led point on the City’s Energy Tax Credits filing under the Inflation Reduction Act.
Before joining the City of San Antonio, Ms. Keeton was an Audit Senior Manager with KPMG LLP. At KPMG, she led financial and single audits of governmental and non-profit entities.
Ms. Keeton trained audit teams, City employees and has been a presenter for various organizations on Governmental Accounting Standards Board, U.S. Government Accountability Office, and American Institute of Certified Public Accountants standards. She served as Chair and Vice-Chair of the GFOA’s Accounting, Auditing and Financial Reporting Committee and was a member of the Governmental Accounting Standards Board taskforce that authored Statement No. 87 on accounting standards for leases in financial statements.
