Total Compensation for all City of San Antonio Employees

Our employees are the heart and soul of the City of San Antonio. As is the case with most organizations, personnel costs – salaries and benefits for the more than 14,500 employees of the City of San Antonio to include full time, part time, seasonal and temporary employees – are one of the largest components of the City of San Antonio’s annual adopted budget.

There are three categories of employees within the City organization: uniform fire, uniform police, and civilian. While civilian employees’ and City Council Aides Corporation (LGC) aides’ salaries and benefits are based on established job class salary ranges and benefit programs annually reviewed and adopted by City Council, salaries and benefits for uniform fire and uniform police employees are established by collective bargaining agreements (CBAs) negotiated by public safety unions. As required by the CBAs, the City incurs additional costs for the benefit of uniform employees, such as Employee Healthcare, Legal Fund contributions and Prepaid Vision and Dental.

In FY 2022, the City supported 14,507 employees issuing payments equaling $936.8 Million in total wages and $1.3 Billion in total compensation across the City’s departments and funds. These costs are broken out between the three categories as follows:

  • Uniform Fire – 1,806 employees were paid out $201.3 Million in total wages and $295.4 Million in total compensation
  • Uniform Police – 2,551 employees were paid out $277.0 Million in total wages and $408.6 Million in total compensation
  • Civilian – 10,150 employees were paid out $458.5 Million in total wages and $619.3 Million in total compensation

In FY2022, the LGC supported 100 employees issuing payments equaling $5.8 Million in total wages and $7.6 Million in total compensation.

Total wages include such items as base salary, certification pay, overtime, leave pay, education pay, tuition reimbursement, student loan repayment and allowances. For Uniform Fire and Police, it also includes arbitration awards and settlements which are reflected in a separate column. Total compensation includes additional benefits for employees which are contributed by the City, such as pension matching, current employee and retiree healthcare, and wellness contributions.
