Margaret Villegas has been with the City of San Antonio for more than 20 years. Ms. Villegas is the Assistant Finance Director over the department’s Financial Services Group (consisting of Financial Management and Revenue Collections), providing leadership and oversight of these critical activities: debt management, investment portfolio management, banking services, and revenue collections, including Hotel Occupancy Tax and property tax collection. She also administers finance plans related to the City’s Tax Increment Reinvestment Zones. Ms. Villegas has participated in competitive and negotiated bond financings exceeding $9 billion for the City of San Antonio, in addition to overseeing issuances of general obligation bonds, certificates of obligation, revenue bonds, and special financings.
