Haley Smith joined the City of San Antonio in 2015. She served many roles in the Finance Department’s Controller’s Office before her promotion, in 2020, to Department Fiscal Administrator (DFA). As a DFA, Ms. Smith advised executive leadership on high-impact, multimillion-dollar initiatives such as the enterprise-wide financial system upgrade and the Alamo Area Regional Radio System. Ms. Smith has managed complex, high-profile budgets including the City’s Coronavirus Relief Fund ($270 million) and Information Technology Services’ capital budget ($174 million). In February 2026, Ms. Smith was named Assistant Finance Director of Disbursements, Department Fiscal Administrators, and Print and Mail Services.
