$4.3 Million in ARPA State and Local Fiscal Recovery Funds (SLFRF)

On February 3, 2022, the City Council allocated $4 million for Non-Profit Social Services.

The City Council designated the Community Health, Environment & Culture Committee (CHECC) to oversee the implementation planning for this category.

CHECC considered the department recommendations over the course of several meetings. The committee determined that this investment would be carried out in two phases.

Spending Framework

The following tables summarize the implementation plans for Non-Profit Social Services programs and reflect adjustments to address COVID-19 impacts, for a total investment in this area of $4.3 million.

Phase I - Focus on Immigration Services - $1.3 Million

Provides support to immigrant serving organizations that help noncitizens with services. The implementation plan was approved by CHECC on May 26, 2022, and the City Council on June 2, 2022.

Immigration Services

Phase II - Non-Profit Social Services - $3 Million

Provides support to non-profit organizations to mitigate increased financial hardship and infrastructure needs. The implementation plan was approved by CHECC on August 9, 2022, and the City Council on August 18, 2022.

RFP # 1 – Phase I

  • June 6, 2022: RFP opened for immigration service organization providers.
  • July 8, 2022: RFP closed.
  • July 2022: RFP evaluation and scoring, and agencies identified for proposed contract awards.
  • Sept. 29, 2022: City Council approval.
  • Nov. 1, 2022 : Two-year contracts began.

RFP # 2 – Phase II

Qualified respondents to this RFP provide services in four community categories. These four categories include: Non-Profit Social Services, Youth, Older Adults, and Mental Health.

  • Sept. 9, 2022: RFP opened for non-profit social services providers.
  • Oct. 28, 2022: RFP closed.
  • Nov. - Dec. 2022: RFP evaluation and scoring.
  • Jan. 26, 2023: Post solicitation update briefing to City Council.
  • Feb. 2, 2023: City Council approval.
  • March 2023: Two-year contracts began.

RFP # 3 – Phase II

  • March 13, 2023 - April 27, 2023: RFP opened for non-profit social services providers.
  • March 23, 2023: RFP pre-submittal conference.
  • March 28, 2023: Training and technical sessions.
  • April 27, 2023: RFP closed.
  • May 5 - May 10, 2023: RFP evaluation and scoring.
  • June 2023: Post-Solicitation approval by City Council.
  • Aug. 2023: Two-year contracts began.
