Non-Profit Social Services
$2.8 Million in ARPA State and Local Fiscal Recovery Funds (SLFRF)

On February 3, 2022, the City Council allocated this funding for Non-Profit Social Services. The originally allocated amount of $2.5 million was augmented with City funds for a total investment of $4 million. The City Council designated the Community Health, Environment & Culture Committee (CHECC) to oversee the implementation planning for this category. CHECC considered the department recommendations over the course of several meetings. CHECC determined that this investment would be carried out in two phases.
- Phase I – Focus on Immigration Services – $1.5 Million
The implementation plan and associated criteria for distribution was approved by CHECC on May 26, 2022, and the City Council on June 2, 2022.
- Phase II – Non-Profit Social Services – $2.5 Million
The implementation plan and associated criteria for distribution was approved by CHECC on August 9, 2022. The City Council approved the plan on August 18, 2022.
On February 8, 2023, the City Council was provided an update on the COVID-19 Recovery & Resiliency Plan and the ARPA SLFRF Program, including available balances from the competitive process, program savings, and interest earned.
The City Council directed the available balances to be further discussed at a Governance Committee meeting. On February 15, 2023, the Governance Committee recommended that balances be sent back to City Council committees for policy direction. On February 21, 2023, the Community Health, Environment & Culture Committee (CHECC) discussed the priorities and plan for these funds, and $340 thousand was added to this category from ARPA SLFRF available funds from interest income and program balances.
On March 9, 2023, the City Council approved the priorities and plan, with a competitive process (RFP) for Non-Profit Social Services, Youth, and Seniors totaling $1.67 million to be open from March 13 through April 27, 2023. Of the total RFP amount, $500 thousand is allocated for Non-Profit Social Services.

- Support family stability and improve financial security
- Expand opportunities for citizenship through navigation services, enrollment assistance, and outreach and education

- Mitigate increased financial hardship of nonprofit organizations impacted by COVID-19
- Assist with infrastructure needs for nonprofit organizations impacted by COVID-19
- Addresses decreased economic security for residents
