Director of Public Works

Career

Art Reinhardt, PE, CFM was appointed Director of the Public Works Department in January 2026. Art has worked for over 20 years in the engineering field with roughly half of his career in the private sector and half in the public sector. He previously worked with the City of San Antonio from 2013 to 2020 serving as an Assistant Director for the Transportation and Capital Improvements Department, which was Public Works’ predecessor department, overseeing various divisions including Transportation and Storm Water. He also served as interim Deputy Director in 2019 to 2020 which included assisting with capital project delivery.

As Director of Public Works, Art oversees approximately 700 employees with an annual budget of approximately $315M focused on maintaining San Antonio’s streets, sidewalks, drainage, and traffic infrastructure. Art also serves as the City Engineer in this role.

Prior to joining the City of San Antonio, Art served as the Director of the Public Works Department/County Engineer for Bexar County from 2024 to 2026. In the private sector, Art previously worked for international consulting firms AECOM and WSP performing project and program management, as well as leading business development and growth strategies.

Art is a registered Professional Engineer (PE) in Texas in the discipline of Civil Engineering and is a Certified Floodplain Manager.

In 2023, he was named the WTS San Antonio Ray LaHood Man of the Year. In 2024, he was named South Texas Institute of Transportation Engineers Transportation Professional of the Year.
