Parking Restriction Permits

About

Parking restriction permits for the downtown area are issued by the Right of Way (ROW) Management Division. These permits ensure safe and efficient traffic and pedestrian movement while minimizing disruption to nearby businesses and residents.

A parking restriction permit may be obtained for:

  • Reserving a parking meter for an entire day, or
  • Parking in a commercial/passenger loading zone for longer than the posted time limit.

All requests must be submitted through the ROW Permitting System at least seven calendar days prior to the requested start date.

NOTE: Both temporary storage devices and construction-related parking must be requested under a Lane/Sidewalk Closure Permit.

Valet Parking

Valet zones are areas designated for the receiving and returning of vehicles within the ROW.

Service to zones must be provided by a licensed valet operator.

Long-Term or Permanent Valet Operations

These are generally located in existing Passenger Loading Zones.

These requests are referred to the Center City Development and Operations Department (CCDO).

Short-Term or Temporary Valet Areas

These requests require:

  • Each parking space is $30 per day and equals 22 feet in length.
  • Larger vehicles may require more than one space.

Use this formula to calculate your total fee, or refer to the instructions below:
($30 × number of spaces) × number of days + sales tax = total fee

Instructions

Use the following steps to calculate the fees:

  1. Determine how many spaces you need. Each space is 22 feet long.
  2. Multiply $30 by the number of spaces to find your daily fee.
  3. Next, multiply your daily fee by the number of days you'll need the permit.
  4. Add sales tax to get your total cost.
Example 1 - Standard Vehicle

One parking space for one day = $30 + sales tax.

Example 2 - Larger Vehicle

A vehicle that needs two spaces for three days:

($30 × 2 spaces) × 3 days = $180 + sales tax.

Requirements

You will need the following information at the time of application:

  • Dates the restriction is needed
  • Street name and nearest intersecting street
  • Number of metered spaces (enter "N/A" or "0" if not applicable)
  • Type of vehicle (e.g., passenger car, truck, etc.)
  • Type of loading zone (Commercial or Passenger)
  • Tax Exempt documentation, if applicable
