Jessica M. Shirley-Saenz was appointed Interim Assistant Director for the Storm Water Division of the Public Works Department in July 2024. In this role, she leads a dedicated team focused on four essential areas of drainage and flood control, which include:
Additionally, she oversees the Storm Water Management Advisory Board (SWMAB), a City Council-appointed board that monitors and ensures the successful completion of the City's drainage projects.
Jessica is also responsible for maintaining the cleanliness and operational functionality of the City's drainage infrastructure, which is crucial for the safety and well-being of the community. This work is supported through her oversight of operational maintenance and engaging storm water managed programs like Adopt-A-Spot and Remember the River that encourage community participation and care of the City's local waterways.
With over 17 years of extensive experience in municipal government, Jessica previously served as the Assistant to the Director of Public Works before her current position. She began her career with the City of San Antonio as an IT Research Analyst in the Information Technology Services Department (ITSD). She later held roles as a Senior Management Analyst with the Capital Improvements Management Services (CIMS) Department and as a Project Control Manager with the Transportation and Capital Improvements (TCI) Department.
Prior to joining the City of San Antonio, Jessica spent seven years in various positions at Alliance Data, Inc., now known as Bread Financial.
