Director’s Office

The Director’s Office is responsible for setting goals for the department and the organization related to the City of San Antonio finances, having the strategic vision to reach those goals, and providing support and financial guidance to elected leaders, City Management and other departments as well as managing all aspects of the department.

The Finance Department has a Deputy Chief Financial Officer and four Assistant Directors who oversee the department’s various functions and focus on improving the effectiveness of the divisions within the department. The Deputy Chief Financial Officer reports directly to the City’s Chief Financial Officer, Ben Gorzell Jr., who is part of the City Manager’s team.

Mr. Elliott was appointed as Director of Finance for the City of San Antonio in October 2011. He was named Deputy Chief Financial Officer in 2016. As the Deputy CFO, he is responsible for overseeing Accounting Services, Central Services, Compliance and Resolution, Financial Operations, Financial Services, Purchasing, and Fiscal Shared Services.

Prior to this position, Mr. Elliott served as the Assistant Finance Director and the Director of the City’s Enterprise Resource Management Project. In these roles, he was responsible for re-engineering the way the City of San Antonio conducts business through the redesigning of business processes, establishing the Shared Services Program, and the implementation of various software packages, such as SAP.

He started his career with the North Central Texas Council of Governments. Mr. Elliott left the Council of Governments in August of 1996 as the Manager of Finance to begin his career with the City of San Antonio. Over his career, he has held a variety of positions and has more than 20 years of experience in Municipal Accounting, Finance, and Project Management.

Mr. Elliott holds a Bachelor of Science in Business Administration with a concentration in Accounting from Trinity University in San Antonio. He is a Certified Public Accountant, holds a Project Management Professional Certification, and is a member of the Government Finance Officers Association.

Margaret U. Villegas, Assistant Finance Director

Margaret U. Villegas, Assistant Finance Director

Ms. Villegas has more than 20 years experience with the City of San Antonio and currently serves as Assistant Finance Director. Her areas of responsibility include debt management, investment portfolio management, banking services, and revenue collections, including the collection of Hotel Occupancy Taxes and the administration of property taxes for the City. She is also responsible for overseeing the updating and administration of the finance plans for the City’s Tax Increment Reinvestment Zones.

She has participated in competitive and negotiated bond financings exceeding $9 billion for the City of San Antonio and oversees all issuances of general obligation bonds, certificates of obligation, revenue bonds, and special financings.

Ms. Villegas holds a Bachelor of Business Administration with a concentration in Accounting from St. Mary’s University in San Antonio.

Ms. Keeton joined the City of San Antonio as its Controller in 2007 and was promoted to her current position as Assistant Finance Director over the Accounting Services Group in February 2012. Accounting Services encompasses Accounts Payable, Travel, Payroll, Employee Time Management, Financial Reporting, General Ledger, and Fiscal Shared Services. Ms. Keeton works alongside the Assistant Finance Directors over Financial Services and Public Utilities and Compliance and Resolution to ensure that the City’s cash, investments, debt obligations, and public utilities receipts are accurately recorded and disclosed within the City’s financial statements. She further works in tandem with the Human Resources Department and Office of Risk Management to ensure that the actuarial reports developed for the City's Employee Benefits Post-Employment Liability, Workers' Compensation Liability and General Liability and Auto Liabilities have been appropriately developed and reported in accordance with regulations. Prior to working for the City of San Antonio, Ms. Keeton spent seven years auditing entities primarily in the governmental and non-profit arena with KPMG, LLP.

Ms. Keeton holds a Bachelor of Science in Economics with an emphasis in Accounting from Saint Mary’s College of California. She is a Certified Public Accountant. In addition, she is a member of the Government Finance Officers Association (GFOA), American Institute of Certified Public Accountants, and Texas Society of Certified Public Accountants, San Antonio Chapter. Ms. Keeton previously served nine years on the Accounting, Auditing and Financial Reporting Committee, where she held both the vice-chair and chair positions over various terms. She is an active presenter for both GFOA and GFOAT, and was part of the task force created to develop Governmental Accounting Standards Board Statement No. 87, Leases.  She additionally serves as one of the City's ex-officio voting members of the Municipal Golf Association of San Antonio’s Board of Directors.

Ms. Mata joined the City of San Antonio in July 2001 and has worked in various capacities for several City departments, including the Library, Public Works, and the Finance Department. Ms. Mata is responsible for citywide procurements, encompassing goods, non-professional services, processional services, and construction and design services. In her role, she oversees a procurement team of more than 65 employees, including Procurement Administrators, Procurement Managers, and Procurement Specialists who support all City departments.

Prior to her position as Assistant Director starting in January 2022, Ms. Mata was a Procurement Administrator with the City, responsible for the procurement of construction and design services supporting the Public Works, Aviation, and Parks and Recreation departments with their capital program projects, bond program projects, and street maintenance initiatives. Her major procurements include Design Build for the Public Safety Headquarters, Public Safety Answering Point Facility, Construction Management at Risk for CafeCollege, Design Build for Hausman Road Project, 2012-2017 Bond Mass Selection and HemisFair Park Renovations. In one of her positions with the City, she provided project management support for the Henry B. Gonzalez Convention Center Expansion Project. Ms. Mata also worked for the San Antonio Water System for about four years as a Contract Manager.

Ms. Mata holds a Bachelor's Degree in Business Administration, with a double major in Information Systems and International Business and a double minor in Spanish and Religion, from Baylor University. She also holds a Master's in Business Administration Degree from the University of Phoenix.

Mr. Huff joined the City of San Antonio team in May 2016. He is responsible for overseeing the Public Utilities and Compliance & Resolution Divisions. Prior to this position, Mr. Huff served as CFO for the Texas Municipal Power Agency (TMPA), a joint action agency operating electrical generation and transmission assets for four municipally owned utilities. At TMPA Mr. Huff served in various financial roles after entering the organization as the Chief Internal Auditor. Prior to TMPA, Mr. Huff served in several auditing and internal auditing roles in the financial services industry and a national public accounting firm.

Mr. Huff holds a Bachelor of Business Administration from Texas A&M – College Station. He is a Certified Public Accountant and a Certified Internal Auditor.

Veronica A. Carrillo, Assistant Finance Director

Veronica A. Carrillo, Assistant Finance Director

As an Assistant Finance Director for the City of San Antonio, Ms. Carrillo is responsible for the City’s financial systems and operations. This includes enterprise and department-wide projects to improve financial processes and systems for procurement, time and attendance, and point-of-sales. Financial Operations maintains all master data related to procurement, customers, materials, accounting, grants, and capital projects. Leading and working collaboratively with others, the Finance Department services all City departments with over 250 team members, responsible for the day-today financial activities of a $3.1 billion Consolidated Annual Budget. Veronica has successfully led key initiatives including the implementation of the City’s ARPA Spending Framework and other COVID-19 grants. In addition, she has implemented and led a Fiscal Shared Services program that significantly reduced audit findings and has contributed to the City of San Antonio’s general obligation bond rating of ‘AAA’ from Standard & Poor’s and Moody’s and ‘AA+’ from Fitch. With over 30 years of professional work, she has held numerous positions including Utility Manager, Fiscal Operations Administrator, City Center Assistant Director, and COVID-19 Executive Officer. Over the course of her career, she has led teams of 250+ developing and mentoring leaders into executive roles.
