Crystal Gonzales, PE, CBO was named Assistant Director of Capital Delivery in February 2026. She oversees the Vertical Division, which includes design and construction of park and facility capital improvement projects.
The Vertical Division manages 97 projects amounting to $311 million in bond funding allocated from the 2022 - 2027 Bond Program. This includes parks, libraries, community centers, police and fire stations. Higher profile projects include Civic Park, an animal care veterinary hospital and a new police substation on South Flores. The Division also oversees non-bond capital improvement projects, such as the Main Plaza Improvements Project.
Prior to joining Capital Delivery, Crystal served as assistant director of the Plan Review Division for Development Services for five years. She has been employed with the City since December 2011 and has over 15 years of experience in the engineering and construction fields. She served as Development Services Engineer, School Team Engineer and as Senior Engineer for the Field Services Project Management Team.
Before joining the City of San Antonio, she was employed with Jacobs Engineering as an Engineer in Training (EIT).
