The following acronyms reflect organizations or terms used throughout this brochure:

Leveraged Funding, meaning that the City anticipates partnering with one or more non-City entities to share in the cost of completing the designated project; in such a scenario, the City's share could be reduced if the designated project's scope is modified or its partner does not produce the full amount of funding promised or expected.

Proposition 1: Streets, Bridges & Sidewalks

Funding: $306,997,413

This proposition authorizes the City of San Antonio to issue bonds, the proceeds from which will be used to make permanent public improvements to streets, bridges and sidewalks, as well as other improvements necessary or related to the following (including, but not limited to, relocation of utilities, street lighting, related drainage, technology improvements and signage and for the acquisition of lands and rights of way necessary for such purposes).

43 Projects

36th St. Extension through Kelly USA (Growden to Duncan): LF $4,000,000

Extension of 36th Str. 1.9 miles to link Kelly USA to major thoroughfares, providing ingress and egress to and from Kelly USA. The total cost for this project is currently estimated to be $20 million, with the City's share expected to equal approximately 20% of that total.

Babcock Road (Prue Road to Hollyhock): $4,137,000

Reconstruct street with sidewalks, drainage, driveway approaches and necessary traffic signal modifications.

Blanco Road (Hildebrand to Jackson Keller): LF $21,820,000

Reconstruct and widen Blanco Road, with curbs, sidewalks, driveway approaches, turn lanes at major intersections, and necessary drainage and traffic signal improvements. The total cost for this project is currently estimated to be $29.640 million, with the City's share expected to equal approximately 74% of that total.

Bulverde Road (Loop 1604 to Marshall Road): LF $30,306,000

Reconstruct and widen Bulverde Road, with curbs, sidewalks, driveway approaches, and necessary drainage and traffic signal improvements. The project also includes the installation of bike facilities. The total cost for this project is currently estimated to be $36.6 million, with the City's share expected to equal approximately 83% of this cost.

Callaghan Road (Culebra to Commerce): $19,560,000

Reconstruct and widen Callaghan Road, with curbs, sidewalks, driveway approaches, and necessary traffic signal improvements.

City-wide Bridge Replacement (TxDOT Bridge Program): LF $19,198,000

Replace existing deficient and deteriorated bridges within the City limits that do not meet traffic load requirements. City also will pay for the additional costs associated with larger hydraulic capacity, right of way acquisition, utility adjustments, environmental issues, and construction outside of the 150-foot transitions on both sides of each bridge. The total cost for this project is currently estimated to be $40 million, with the City's share expected to equal approximately 49% of this total.

De Zavala, Phase I (Babcock to Cogburn): $15,760,000

Reconstruct and widen DeZavala Road from two to five lanes, along with the construction of curbs, sidewalks, driveway approaches, and necessary drainage and traffic signal improvements.

Construct and/or reconstruct sidewalks, driveway approaches, curbs and wheelchair ramps; repair street brick pavers; and install wayfinders, lighted street signs and other pedestrian, street and traffic signal improvements as needed.

East Lubbock St. (S. Flores to San Pedro Creek): $954,000

Reconstruct E. Lubbock from S. Flores to San Pedro Creek, along with curbs, sidewalks, driveway approaches, and necessary drainage improvements.

Fort Sam Transportation Projects: LF $4,000,000

Candidate projects include: widening at Winans Gate to two inbound lanes; the addition of a left turn lane off of Harry Wurzbach; the construction of sidewalks to Dodd Field; bridging of the railroad crossing at the Binz Engleman/Salado Creek Area; and, widening necessary for the construction of the two new access control points on Petroleum Drive.

Fredericksburg Road Congestion Mitigation: LF $10,000,000

Address congestion between the downtown business district and the South Texas Medical Center through performance of a detailed traffic analysis and requisite operational improvements (including traffic signal system upgrades, intersection geometric improvements and communication network improvements) and hike and bike amenities. The total cost for this project is currently estimated to be $39 million, with the City's share expected to equal approximately 26% of this total.

Green St., Phase I (Nogalitos to IH-35): $800,000

Design and construct Green St. to available funds, from Nogalitos to IH-35. Project is expected to include widening of the roadway and providing curbs, sidewalks, driveway approaches, and necessary drainage.

Hunt Lane (Ingram to Potranco): $9,899,000

Reconstruct and widen Hunt Lane to four lanes, with sidewalks, curbs, driveway approaches, and necessary drainage and traffic signal improvements.

Jones Maltsberger (Redland to Thousand Oaks): $17,362,000

Reconstruct and widen Jones Maltsberger to five lanes with curbs, sidewalks, driveway approaches, and necessary drainage. Project includes construction of a bridge to eliminate a low water crossing.

Marbach Road, Phase II A (Military to West of Rawhide): $8,082,000

Design Marbach from Military to Loop 410 and reconstruct Marbach from Military to Rawhide to accommodate for drainage improvements associated with the Marbach Road, Phase II A Drainage Project.

Medical Center Intersection Improvements: Phase IV thru VII: LF $17,000,000

Improve intersections at the following locations: Medical Drive at Babcock; Ewing Halsell at Wurzbach; Hamilton Wolfe at Floyd Curl; and, Ewing Halsell at Sid Katz. The total cost for this project is currently estimated to be $25 million, with the City's share expected to equal approximately 68% of this total.

Medical Drive at Fredericksburg Road: LF $12,160,000

Construct a grade separation of Medical Drive under Fredericksburg Road. Project includes signal modifications, curbs, sidewalks, necessary drainage and access lanes from Medical to Fredericksburg. The total cost for this project is currently estimated to be $20 million, with the City's share expected to equal approximately 61% of this total.

Medina Base Road, Phase I (Loop 410 to 1,900 ft. west of Five Palms): $7,081,000

Design and construct to available funds Medina Base Road from Loop 410 to 1,900 feet west of Five Palms. Project design allows for widening of the roadway and provides curbs, sidewalks, driveway approaches, bicycle facilities, and necessary drainage and traffic signal improvements.

Montezuma St., Phase I (Zarzamora to San Jacinto): $571,000

Design and construct to available funds Montezuma St. from Zarzamora to San Jacinto. Project design allows for widening of the roadway and providing curbs.

New Braunfels/Nacogdoches Intersection: $2,430,000

Reconstruct the intersection at N. New Braunfels and Nacogdoches. The project includes the widening of N. New Braunfels, with curbs, sidewalks, and driveway approaches to align with existing street.

New Road Construction to be known as Arena Road (IH-35 to Houston St.) and/or Arterial Connector Streets: LF $3,000,000

Construct a new road, including curbs and necessary drainage. The total cost for this project is currently estimated to be $9.3 million, with the City's share expected to equal approximately 32% of this total.

N. Hein (W.W. White - W. Hein) and W. Hein (Rice - N. Hein): $6,136,000

Reconstruct N. Hein from W. W. White to W. Hein and W. Hein from Rice to N. Hein, with curbs, sidewalks, driveway approaches and necessary drainage improvements.

N. New Braunfels Sidewalks: $614,524

Install sidewalks along N. New Braunfels (where appropriate and within available funding).

Octavia #63, Phase II Streets: $4,802,000

Reconstruct streets, with new underground drainage systems, curbs, sidewalks and driveway approaches in the area bounded by S. Flores, W. Hart Ave./Weinberg/Chalmers Ave., IH-35 South and Gladstone St./Tommins Ave.

Orchard (W.W. White to W. Hein): $3,733,000

Reconstruct Orchard from W.W. White to W. Hein with curbs, sidewalks, driveway approaches and necessary drainage improvements.

Prue Road (Country Dawn to Autumn Bluff): $10,204,167

Widen Prue Road to four lanes with a raised median. Project includes installation of an additional bridge for crossing at Leon Creek.

Redland Road (Highway 281 to 3,600 ft. east of Highway 281): LF $1,129,000

Reconstruct and widen street to four lanes with turn lanes, driveway approaches, curbs, sidewalks and necessary drainage. The total cost for this project is currently estimated to be $2.258 million, with the City's share expected to equal approximately 50% of this total.

Reed Road (Culebra to Military): $10,871,000

Reconstruct and widen roadway to three lanes, with bicycle lanes, curbs, sidewalks, driveway approaches, and necessary drainage and traffic signal improvements.

Rivas (Gen. McMullen to Rosabell): $8,525,000

Reconstruct Rivas from Gen. McMullen to Rosabell, with curbs, sidewalks, driveway approaches, and necessary drainage and signal improvements.

Rogers Road Extension: LF $1,600,000

Right of way acquisition and construction at Rogers Road. The total cost for this project is currently estimated to be $4.8 million, with the City's share expected to equal approximately 33% of this total.

St. Cloud Pedestrian Improvement (Woodlawn to Babcock): $1,450,000

Construct sidewalks on one side of street, with existing street and curbs to remain.

Starcrest/410 Right of way Acquisition: LF $60,000

Purchase right of way at Starcrest and Loop 410 in connection with a TxDOT transportation project.

Stone Oak Parkway (U.S. 281 to Bulverde Road): $1,490,000

Extension of Stone Oak Parkway from U.S. 281 to Bulverde Road. The total cost for this project is currently estimated to be $7.098 million, with the City's share expected to equal approximately 21% of this total.

Tesla (Culebra to Mayberry): $3,801,000

Reconstruct Tesla from Culebra to Mayberry, with curbs, sidewalks, driveway approaches and necessary drainage improvements.

Wallace (26th to Inca): $2,386,000

Reconstruct Wallace St., with curbs, sidewalks, driveway approaches, and necessary drainage.

Walters St. (E. Houston to Paso Hondo): $2,460,000

Reconstruct Walters St. from E. Houston to Paso Hondo, with curbs, sidewalks, and retaining walls.

Walters St. (IH-35 N to Fort Sam Main Gate): LF $4,000,000

Reconstruct and widen existing roadway to a proposed six-lane roadway, with sidewalks, driveway approaches, bike lanes, turn lanes at major intersections, a raised median, and necessary drainage and traffic signal improvements. Project includes the purchase of right of way as required. The total cost for this project is currently estimated to be $13.6 million, with the City's share expected to equal approximately 29% of this total.

W. Military (Marbach to Westfield) Curbs and Sidewalks: $968,370

Construct sidewalks and curbs along W. Military from Marbach to Westfield (where appropriate and within available funding).

Wurzbach Parkway and/or Arterial Connector Streets: LF $12,570,000

Improve connectivity between IH-35 and the South Texas Medical Center. Funding will provide for a detailed traffic analysis and requisite operational improvements (including traffic signal system upgrades, intersection geometric improvements and communication network improvements) and hike and bike amenities.

Zarzamora #83A, Phase II (Hutchins to Gillette): $10,000,000

Rebuild Zarzamora from Hutchins to Gillette to five lanes, with bike lanes, curbs, sidewalks and driveway approaches. Project also provides for the design and construction of improvements of Hunter Blvd. from Zarzamora to Janice Lavon, the drainage ditch north of Betty St., and the drainage ditch from Zarzamora/Hunter to Ansley/Rockwell.

Proposition 2: Drainage Improvements

This proposition authorizes the City of San Antonio to issue bonds, the proceeds from which will be used to provide drainage improvements and facilities to be used for the removal of and protection from harmful excesses of water. This proposition also will provide for drainage or other stormwater improvements and for the acquisition of lands and rights of way necessary for such purposes.

Funding: $2,051,818

Construct an underground drainage system and reconstruct Rochelle, without curbs. Project will be designed and constructed to available funds.

Ave Maria Outfall (Ave Maria to Burwood)

Funding: $1,036,000

Improve drainage channel outfall from Ave Maria to Burwood and upgrade the culvert at Burwood.

Broadway Corridor, Phase III A (Carnahan to 150 ft. north of Davis Road)

Funding: $9,000,000

Provide a drainage system that is designed to convey a 100-year storm event across Broadway, improving the Broadway corridor beginning at Carnahan and terminating at Davis Court.

Catalpa - Pershing Bridge Modifications

Funding: $3,000,000

Provide bridge upgrades to Mulberry and Millrace crossings to accommodate a 100-year flood event.

Commercial Tributary, Phase II (Petaluma to IH-35)

Funding: $15,611,000

Design and construct the drainage channel and related drainage structures along Commercial Tributary at cross streets from Petaluma to IH-35 for a 100-year storm event. Project includes channel construction, bank stabilization and road culvert crossings.

Culebra 58F, Phase II B (Laven to upstream of Culebra)

Funding: $10,687,000

Reconstruct Zarzamora Creek from Laven to 1,600 feet upstream of Culebra to 100-year flood capacity. Project includes upgrading the Culebra Road crossing.

Culebra Creek Regional Storm Water Facility at Loop 1604, Phase I Construction Only (Northeast corner of Loop 1604 and Culebra Road)

Funding: LF $5,140,000

Construct a regional storm water facility at the confluence of Culebra and Helotes Creek. The total cost for this project is currently estimated to be $5.286 million, with the City's share expected to equal approximately 97% of this total.

Fort Sam Houston Drainage

Funding: LF $6,261,000

Address drainage needs for Fort Sam Houston including a bridge crossing at Salado Creek.

Goliad Road Drainage, Phase II (Lasses to Pecan Valley)

Funding: $12,175,000

Continue the Goliad Road (Military to Pecan Valley) project from the end of Phase I (Lasses) to Pecan Valley. Project provides for a four-lane street, with sidewalks, curbs, and driveway approaches and an underground storm system to relieve drainage problems on Goliad Road.

Goliad/IH-37 Outfall (Channel from Goliad to across IH-37)

Funding: $7,822,000

Expand channel and add additional culverts under IH-37 to increase drainage capacity.

Guilbeau Road Drainage Improvements, Phase II (Mystic Park to 800 ft. east of Mystic Park)

Funding: $1,273,000

Continue the construction of a storm drain system along Guilbeau Road from Mystic Park to 800 feet east of Mystic Park. Project includes the installation of curb inlets.

High Water Detection/Early Flood Warning System Expansion

Funding: $1,000,000

Add additional locations to the City's High Water Detection/Early Flooding Warning System Expansion Program.

Indian Creek Channel Improvements (Five Palms to Godek)

Funding: $1,900,000

Improve the existing channel on Indian Creek from Five Palms to Godek and tie into the previously-funded War Cloud project. Properties that are currently shown to be in the regulatory floodplain will be out of the floodplain due to the bond-funded drainage improvements

Kentwood Manor Area Drainage, Phase I

Funding: $5,000,000

Construct ditches along streets, with culvert crossings necessary to reduce flooding.

Marbach Drainage, Phase II A (Military to west of Rawhide)

Funding: $4,430,000

Funds will be used to provide the drainage component to the Marbach Phase II A (Military to west of Rawhide) Street project.

Midcrest Detention (Providian Parking Lot NW Corner Midcrest & Creek)

Funding: $7,577,000

Construction of a detention pond to reduce downstream flooding.

Oak Glen/Haskin Low Water Crossing, Phase I (Cave Lane to Oak Glen)

Funding: $1,821,000

Provide drainage improvements to, and reconstruct, Haskin from Cave Lane to Oak Glen.

RipRap 69, Phase II C Part 4 (Southcross: Commercial to Marney)

Funding: $7,515,000

Reconstruct Southcross from Commercial to Marney, with sidewalks, curbs, driveway approaches and necessary drainage. Reconstruct Noble, Tupper, and Tabor Streets from Burcham to Canavan, with curbs, sidewalks and driveway approaches.

RipRap 69, Phase II D - Channel

Funding: $6,062,000

Provide channel improvements from IH-35 east to the box culvert system at Marney Plaza.

Skyline Area Drainage, Phase I A (Skyline, Middle, Cisco)

Funding: $6,098,000

Design and construct, to the extent of available funds, Cisco, Middle and Skyline Streets from Bell to the dead end. This project installs inlets and pipes at the dead end of Skyline and ties improvements into the existing drainage system.

Upper Leon Creek Regional Storm Water Facility Right of way Acquisition

Funding: $3,156,000

Purchase properties for possible future construction of storm water detention facilities.

Valley Forge Drainage System (Crown Point to Drainage Channel)

Funding: $1,129,000

Design and construct a reinforced concrete pipe drainage system from Crown Point along Valley Forge to an existing drainage channel. Project will require street reconstruction of Valley Forge from Crown Point to Minuteman.

Westwood Village Drainage (Pinn to Old Highway 90)

Funding: $3,080,000

Improve the existing box culvert system at Old Highway 90 and the drainage channel from Old Highway 90 to Pinn Road (in Westwood Village neighborhood between Orr and Marcum Roads).

W.W. White Area Streets, Phase II

Funding: $9,089,000

Construct a storm system along Holmgreen Street to provide drainage for an area between Rice Road and Holmgreen. Project will consist of an underground system and an open channel. Street reconstruction will be required for Brusk Road from Rice to Goodell, Goodell from Brusk to Schumacher, Schumacher from Rice to Holmgreen, and Holmgreen from W.W. White to turn just west of My Lane.

Zarzamora Drainage #39, Phase I (Zarzamora - Winnipeg to Humble and Winnipeg - Zarzamora to Jennings)

Proposition 5: Public Health Facilities Improvements

Funding: $800,000

This proposition authorizes the City of San Antonio to issue bonds, the proceeds from which will be used to construct, improve, renovate and equip health facilities available to the general public. This proposition also will provide for the acquisition of lands and rights of way necessary to accomplish such purposes.

Construction of a 64,000-square foot community health center at Commercial between S.W. Military and Loop 410 South, expanding access to primary and specialty medical, dental, and mental health care and wellness resources for low-income and uninsured residents. The total cost for this project is currently estimated to be $15.77 million, with the City's share expected to equal approximately 3% of this total.

CommuniCare Health Center

Funding: LF $250,000

Facility renovations at the Barrio Family Health Center located at 1102 Barclay. The total cost for this project is currently estimated to be $3.5 million, with the City's share expected to equal approximately 7% of this total.
