Audit

Audit Committee shall provide guidance and oversight of the Office of the City Auditor in the performance of its responsibilities, including municipal audits. Additionally, this Committee shall serve as the Audit Committee for purposes of the City's external independent financial audit annually coordinated through the City's Finance Department. The Committee shall also review and provide policy recommendations that promote transparency, accountability, and trust in City procurement and contract functions. Included in their charge will be the review of high-profile contracts which shall be identified based on the criteria in effect at the time. Per ordinance, two of the five members are citizens.

Audit Meeting Information

Community Health

Community Health Committee shall oversee policies, plans and programs that affect the quality of life of our residents including:

  • the protection and enhancement of the natural environment
  • water conservation programs
  • public health
  • human services
  • climate preparedness
  • solid waste
  • libraries
  • parks

 Additionally, the Committee shall oversee activities related to the stewardship of San Antonio's unique artistic, cultural, and historic heritage, to include recommending opportunities to maximize this sector as an economic driver. This Committee will create a Behavior Health subcommittee focused on enhancing this critical resource in our community. Additionally, this Committee will create a subcommittee focused on Youth Health (18 years old and younger). Our community is medically under-served and underinsured. We must consider how the City can ensure we have healthy kids in every part of the City.

Community Health Meeting Information

Economic Workforce Development

Economic and Workforce Development Committee shall oversee policies, plans and programs related to the vitality of the local economy, including:

  • the creation and retention of jobs
  • attraction of new businesses and private investments
  • support of small businesses
  • incentive policies
  • growth of targeted industries.

The Committee will also review the City's investments in workforce development and training (SA Ready to Work). In concert with a diverse set of stakeholders from the business community, this Committee will lead a review of the City's procurement processes to ensure we may consider the full pool of talent available. The Committee will provide the City Council NLT October I, 2025 an update on how they propose conducting the review.

Economic Workforce Development Meeting Information

Educational Opportunities

Educational Opportunities Committee shall recommend approaches the City may consider to help achieve better educational outcomes, with particular emphasis on geographic parts of the City experiencing persistently lower educational attainment (e.g., lower Pre-K enrollment, lower high school graduation completion). Approaches shall incorporate consideration of indirect factors (e.g., more affordable housing, better access to affordable health care).

Governance

Governance Committee shall be responsible for proposing, reviewing, and referring new policy initiatives to staff or other City Council Committees for action. This Committee shall also provide initial oversight of the City's intergovernmental affairs, including State and Federal legislative policy development, lobbying activities, and the promotion of interagency cooperation. Governance also considers policy recommendations from the Ethics Review Board as well as appointments to certain boards. Subcommittees may be created to accommodate the full Committee's charge.

Governance Meeting Information

Municipal Court Advisory

Municipal Court Advisory Committee shall recommend judicial nominations for full-time and associate judges, and act as a liaison between the Municipal Court Judges and City Council. This Committee will identify recommendations to ensure citizens with disabilities and/or mental health challenges receive appropriate legal support as they navigate the judicial system. The Committee will also identify opportunities to collaborate with the County, specifically in the magistration process, with a focus on achieving efficiencies.

Municipal Court Advisory Meeting Information

Planning and Community Development

Planning and Community Development Committee shall oversee policies, plans and programs that promote orderly growth and development of the city as well as issues that serve to preserve the integrity of our city's neighborhoods, including:

  • SA Tomorrow
  • the Strategic Plan to Respond to Homelessness
  •  UDC policies
  • other long-term housing plans as they relate to the Strategic Housing Implementation Plan (SHIP).

The Committee will establish a Task Force focused on increasing the supply of affordable housing for the following:

  • veterans seeking to utilize housing vouchers within five miles of a Veterans Affairs health care facility
  • our disabled neighbors, notably the deaf and blind
  • seniors
  • LGBTQ+ unhoused youth.

The Task Force will provide their initial findings and recommendations in a written report to the Council NLT January 15, 2026.

Planning and Community Development Meeting Information

Public Safety

Public Safety Committee shall oversee matters related to public safety associated with

  • fire protection
  • emergency medical services (EMS)
  • emergency preparedness
  • police and law enforcement
  • animal care services
  • street lighting and shade.

This Committee will create an Interpersonal Violence subcommittee to identify policy solutions to address the persistently high rates of interpersonal violence in our community. Additionally, this Committee will create an Elder Abuse subcommittee to identify opportunities to address the unique public safety concerns impacting our seniors (e.g., financial fraud, physical abuse).

Public Safety Meeting Information

Transportation and Infrastructure

Transportation and Infrastructure Committee shall review policies, plans and programs designed to enhance connectivity and mobility of all kinds, including:

  • the City's capital improvement plans
  • select air service enhancements (SAT's Strategic Development Plan updates shall be presented to the full City Council),
  • congestion reduction projects
  • transit improvements - to include VIA's Advanced Rapid Transit projects
  • other multi modal transportation options.

This Committee will prioritize efforts to realize the South Texas Parkway and infrastructure that would enhance the City's competitiveness to attract advanced manufacturing economic opportunities.
