CITY COUNCIL PROJECT FUND (CCPF)

What is CCPF?

The City Council Project Fund or CCPF was established in 2011 to provide financial support for events and programs that serve a municipal purpose and promote (1) the health, safety and welfare of the community; (2) family, social and economic stability; (3) community fitness/recreation; and (4) community education and training.

Basic Facts

How much money is available?
The Mayor's Office and the ten Council Districts are each provided $50,000 through the City Annual Budgeting process which establishes the City Council Project Fund each fiscal year.

Who is eligible?
Non-profit entities, Neighborhood Associations, governmental entities, City Council District Offices, and other legally formed entities whose purpose as stated in its organizational documents is defined as serving the community are eligible for CCPF funding.

How long does the application process take?
Applications can remain open and available for review for up to 90 days.



Step 1: Prepare Application

The online web application does not save your progress. We recommend viewing the application and preparing responses in advance before starting the online submission process. Critical things to include in your application:

  • Indicate whether the project meets the requirement of being free and open to the public (applies to fundraisers and mandatory donation events)
  • A detailed explanation of how the money will be used.
  • Quotes from vendors for the expenses included in your application.
  • Verification of tax-exempt status (if applicable).

Step 2: Submit application

The application can be found online at https://www.sanantonio.gov/Council/CCPF. The application should be submitted using the online web form. If you are unable to fill out the application online, please contact the CCPF Coordinator, Taniesa Williams. We encourage you to reach out to the CCPF Coordinator with any questions you have regarding the application.

Once your application has been submitted,
the CCPF process consists of the following phases:

PHASE 1 - Eligibility Phase

The CCPF coordinator will contact you within 7 business days of submittal regarding the status of your application. If an application is deemed eligible to receive funding from this program, the application will then be forwarded to the appropriate Council District(s) for review.

PHASE 2 - Award Phase

City Council District staff will review the application and the Councilmember will make an award decision. Please note that this fund is discretionary and that no award is guaranteed. If a decision to award funding is made, the CCPF coordinator will send a notification of award to the applicant.

PHASE 3 - Post Award Phase

Once an award decision has been made, the CCPF coordinator and the Council District CCPF liaisons will work with you to reimburse expenses. You will receive more detailed information about what to expect in this phase upon receiving a notification of award.

ELIGIBILITY

Allocations of CCPF may be made to City Council District Offices and external applicants provided that the proposed expenditure serves a municipal public purpose, fits into one of the following eligible categories, and satisfies all other criteria set out in the City ordinances:

  • Education
  • City Council District / community events; or
  • Youth or senior activities

APPLY

Before submitting your application, test yourself with these questions. If you can answer each question “yes”, then you are prepared to submit your application. If any of your answers are “no”, you may want to revisit your application or contact the CCPF coordinator for help.

✓ If you are a nonprofit entity, do you have a copy of your agency board roster ready to attach to the application?
✓ Do you have a copy of your organization’s purpose or missions and other agency information about the services you provide prepared to attach to your application?
✓ Do you a have a copy of your organization’s Federal Tax Identification letter ready to attach to the application? (Does not apply to Neighborhood Associations)
✓ Do you have invoices or quotes from vendors for the project ready to attach to the application?
✓ Are you prepared to outline the expenses for this project and provide dollar amounts for each expense?
✓ Is your cash flow sufficient to ensure that your project can begin while you wait for your City funding to arrive? If no, please contact the CCPF Coordinator before applying.
✓ Is this the only City of San Antonio funding for which you are applying? *If you are a delegate agency with the City of San Antonio, you may not be able to receive CCPF funds.*

CCPF operates on a reimbursement basis. Applicants must provide receipts/proof of payment for expenses before funding is disbursed.

Ready to submit?

As part of a new public outreach initiative, Information Sessions where applicants can ask questions and receive guidance regarding applications and the CCPF process will be held throughout the year at various publicly accessible locations.

Additional Examples of Ineligible Expenses

  • Services which are primarily commercial, religious or political in nature.
  • Permanent improvements to any Non – City owned structure or property so that it becomes an integral part of the real property and its removal would do harm to the building or land, including those improvements that are bolted, nailed, screwed or wired into the wall, ceiling or floor.
  • Expenditures for the operation of City Department or supporting other governmental entities in carrying out functions mandated by their charter or statute, except for joint projects where City programs are also involved.
  • Funding for tuition at private primary or secondary schools, except funding for scholarship awards for the benefit of students attending an institution of higher education.
  • Funding for the purchase of gas, gift cards, clothing or apparel that will be owned by an individual unless part of a workforce program; rental or purchase of animals, alcohol, and amusement rides.
  • General operating expenses or expenses to support on-going operation of the applicant, including, but not limited to, salaries, utilities, rent and regular administrative expenses, travel unless representing the City of San Antonio.
  • Funding to support the project of an organization already receiving funding, such as a delegate agency, that is duplicative in nature or otherwise deemed ineligible by authorized staff in the Office of the City Council to receive CCPF due to previous misuse of CCPF (or funds previously designated as HDSF) or due to a violation of the policies, rules or guidelines for CCPF.
  • Any expenses related to a project that is not free and open to the public.

Tips for Submitting Good Applications

  1. Be detailed about the number of people your event or program will benefit in each District to which you are applying.
  2. Clearly demonstrate how your application meets the standard of free and open to the public.
  3. Provide detailed explanations of how the funding will be used.
  4. Communicate clearly and precisely about the what, where, how, when and why of your program/project/event.
  5. Don’t hesitate to get in touch with the CCPF Coordinator with specific questions about guidelines or requirements.
  6. Read the List of Ineligible Expenses and read the ordinances to better understand the purpose of the City Council Project Fund and the types of projects that can be funded.

CITY COUNCIL PROJECT FUND MORATORIUM – FY2023

Blackout Period:
  • The Moratorium begins on the first day of the filing period for office, January 18th, and ends when the elected officials are sworn into office at the end of May 2023. If the elected official enters into a runoff election, the Moratorium is extended until the runoff election is canvassed.
Usage:
  • Fiscal Year 2023 is an election year. There are limitations on the time frame when elected officials can utilize CCPF funding.
  • Beginning on January 18, 2023, and running to the end of May 2023, no events, projects, or programs can receive CCPF funding unless the project falls within the exemption guidelines below.
  • Organizations cannot apply before or after the Moratorium for pre-funding or reimbursement for a project that takes place during the blackout period.
Exemptions:
  • In September of 2018, City Council approved an exemption to the CCPF election year Moratorium to allow the funding of wellness events and arts, cultural, and heritage events. These events may not be hosted by elected officials and may not be branded with the elected officials’ name or likeness.

Per CCPF Ordinance 2013-11-07-0761:

B.) A Moratorium on Mayor or Councilperson approval of CCPF expenditures begins with the first day of the filing period for office and ends when the elected official is sworn into office.

C.) No CCPF events or activities shall occur during the moratorium. The election year Moratorium provides an exemption to allow the funding of wellness, arts, cultural and heritage events requested by entities or agencies that are hosting these types of events and that are not branded with elected officials’ name, likeness, or logo, including any promotional materials associated with the event.
