Eligibility & Program Area

A vacant building is a building, structure or house where all lawful activity has ceased, or reasonably appears to have ceased for 30 days.

The Vacant Building Program applies when:

  • All units of a building are vacant.
  • A building is vacant, regardless of the number of buildings on the property.
  • The vacant building is within the boundaries of the program.

NOTE: The program does not apply to vacant lots.

Program Boundaries

City Council expanded the program area of the Vacant Building Program on January 1, 2024. It now includes the following:

  • The Central Business District (CBD) and 1/2 mile buffer around it
  • Historic Districts and 1/2 mile buffer around each
  • Historic Landmarks
  • 1/2 mile buffer around active military bases and defense base authorities 
  • 1/2 mile buffer around Port SA and Brooks City Base
  • Neighborhood Conservation Districts and 1/2 mile buffer around each
  • The Eastpoint and Choice Neighborhoods
  • City-initiated Tax Increment Reinvestment Zones (TIRZ) and 1/2 mile buffer around each
  • 1,000-foot buffer around open public and private schools, and state licensed childcare facilities
