biography

Career

Josephine Valencia joined the City of San Antonio in December 2010 as the Assistant Solid Waste Management Director. She was promoted to Deputy Director in 2021. She currently manages the fiscal operations, safety division, recycling program, and marketing section for the Department.

Mrs. Valencia has over 25 years of experience in the solid waste industry across four states. She has held leadership roles with both the State of Texas Alliance for Recycling (STAR) and the Solid Waste Association of North America (SWANA). She is a national faculty instructor for SWANA and is certified to teach Solid Waste Collection Systems, Recycling Systems, and Transfer Station Management.

Education

Mrs. Valencia graduated magna cum laude with a Bachelor in Business Administration from Baruch College at the City University of New York. She has a Master of Science in Public Policy from Carnegie Mellon University.
