About Dockless Vehicles

Dockless vehicles (e-scooters) are an innovative transportation option, and the City of San Antonio works with contracted companies who provide this service for residents and visitors. View the City of San Antonio’s dockless vehicle ordinances.

Companies & Contact Information

Effective October 2023, Veo and Bird have contracts with the City of San Antonio to operate dockless vehicles in San Antonio. The permits are capped at 1,000 per vendor for a total of 2,000 permitted dockless vehicles in San Antonio.

Dockless Vehicle Updates

The City recently concluded a request for proposals for dockless vehicle companies and selected Bird and Veo to provide dockless vehicle services.

Timeline:

  • Initial Program Launch Date: January 12, 2020
  • RFP Issued: September 30, 2022
  • RFP Award: August 10, 2023
  • Contract Start Date: October 1, 2023

Equity & Inclusion Program

Bird:
Bird Community Pricing: Provides the following eligible riders with 50% off its standard unlock and per-minute fee: people living on low incomes; senior citizens; Pell Grant recipients from colleges and universities across the region, including UTSA; and employees of pre-approved community-based organizations and nonprofits in San Antonio.

Veo:
Access Program: For $5 a month, the Veo Access program will waive the $1 unlock fee for all rides and provide users with 30 minutes of free riding per day and a discounted per minute fee after that of $0.20.

Micromobility Public dashboard

The Micromobility Public Dashboard provides statistics such as total trips, total miles traveled, and average vehicles. The dashboard also includes a heat map that shows the number of trips across different areas of the city. All data from the Micromobility Public dashboard is downloadable in .csv or geojson formats.

Safe Riding Tips

DO
  • park scooters with care
  • provide ample space between pedestrians, buildings, entryways, ramps, and driveways
  • use bike lines when available
  • wear helmets to stay safe (helmets not required but encouraged)
  • report violations to 311 or through the mobile app, 311 San Antonio
DON'T
  • ride near pedestrians or on sidewalk
  • park scooters in the way of pedestrians
  • park scooters in the middle of sidewalks
  • park scooters in bike lanes or streets
  • leave scooters laying on the ground

Community Engagement

Throughout the course of the City’s dockless vehicle program, the City has engaged its stakeholders, the community, and riders on the process and sought their feedback.

The City sought feedback from San Antonio residents on the future of dockless vehicles through two surveys. More than 4,400 people participated in the city’s first dockless vehicle survey in summer 2018, and more than 4,600 people participated in the City's second dockless vehicle survey in spring 2019. In addition, a survey of riders was performed with more than 800 participants who provided insight on how often they utilize dockless vehicles, for what purposes, and what mode of transportation they would have taken if not for the dockless vehicle trips.

Finally, a telephone town hall was held in spring 2019 with 746 residents participating. The town hall was an opportunity for residents to ask questions of City staff and it also included a poll where participants could provide their feedback.

A complete community engagement report was provided to City Council in spring 2019.
