Transit-Oriented Development Zoning

Render of a VIA Greenline bus driving down the street. San Antonio’s updated Transit-Oriented Development (TOD) zoning code was launched in January 2025. It makes it easier for property owners near VIA’s Green Line to build walkable, mixed-use communities. The new code supports a range of housing types, flexible land uses and reduced parking requirements. They are all designed to bring homes, jobs and public transit closer together. Three tailored district types offer options that fit different neighborhoods:

  • Transit Mixed Use District (TOD-MX)
  • Transit Hybrid Industrial District (TOD-HI)
  • Transit Transition District (TOD-TR)

All promote smarter, transit-connected growth.
