Policy
San Antonio is embracing a smarter, more connected future with the adoption of its Transit-Oriented Policy (TOP) Framework. This citywide policy helps build walkable, mixed-use neighborhoods around transit like the upcoming VIA Rapid Green Line. The goal is to reduce car dependence and strengthen local economies. In addition, it aims to create more livable, accessible communities.
The TOP Framework isn’t just a zoning update. It’s a coordinated strategy shaped by multiple City departments. These include:
- Neighborhood & Housing Services
- Planning
- Economic Development
- Metropolitan Health District
- Sustainability
We also received valuable input from partners like VIA Metropolitan Transit and Alamo Area Metropolitan Planning Organization (AAMPO). The Framework focuses on affordable housing, health equity, climate resilience and inclusive growth. Each department’s plans and ongoing work are built into the Policy, making TOD a flexible tool to support citywide goals.
Approved by City Council in December 2024, the Framework encourages higher density and mixed-use development near key transit areas. The Policy also and supports sustainable growth through more efficient land use, reduced greenhouse gas emissions and expanded transportation options.
Building the Future Around Transit
The City of San Antonio and VIA are working together to plan new development around the future Rapid Silver Line, which runs east to west across the city. This project focuses on making neighborhoods near the 22 new stations more connected, walkable, and affordable. By listening to the community and using data, the plan will create better access to transit, more housing choices, and stronger local economies. With help from residents and businesses, the goal is to make the Silver Line more than just a way to travel—it will help build vibrant, welcoming neighborhoods for everyone.
