Boards & Commissions Meeting Participation

Serving as advisory bodies, City boards and commissions focus on specific technical areas of City government.

Starting April 20, 2026, select boards and commissions will allow public comment by voicemail and email as part of a pilot program. Messages are shared directly with the associated board or commissions members for consideration before the meeting. Staff will report during the meeting the number of messages received.

In Person

Step 1.Plan to Speak at a Meeting

You must come to the meeting place and sign up to speak 15 minutes prior to the posted meeting time.

Step 2.Sign Up to Speak Onsite

A staff member will be available 45 minutes before the meeting to assist anyone signing up to speak.

Email

Step 1.Submit Your Message on Time

Messages must be submitted no later than 4 p.m. the business day before the scheduled meeting.

Step 3.Submit Your Message

Your message must include:

  • Full name of person submitting the email
  • Address or Council District
  • Name of Board or Commission
  • Meeting Date
  • Agenda item number, topic, case number or property address
  • Comment on item
    • Comments are limited to 1,000 characters.

Up to two attachments in JPG, PNG or PDF may be accepted. Attachments that violate these rules may be stripped and result in quarantine of the message.

  • Limit each voicemail to a single agenda item. If you would like to speak on multiple items, please place a separate call for each.

How many voicemails or emails can one person leave per meeting?
One per item. If you would like to speak on multiple items, please place a separate call or email for each.
Will my recording or email be played or read out loud during the meeting?
No. Your message will be documented by City staff and provided to members of the board or commission before the meeting.
Is my phone number and email address kept private?
No. Your phone number or email address will become part of the public record if requested under the Texas Public Information Act.
Will my message be part of public record?
Yes. It is subject to the Texas Public Information Act, but not an official record of the meeting’s minutes.
