Capacity Building & Bonding Assistance Program

The Capacity Building and Bonding Assistance Program was designed to help eligible local small, minority and women-owned business owners bid on City construction contracts. The program was developed by the San Antonio Economic Development Department and the San Antonio Economic Development Corporation (SAEDC). It was administered in partnership by Alamo Surety Bonds.

Selected applicants received educational resources and access to a $500,000 pool of funds for those who needed assistance to cover costs related to the City's bonding requirements.

Construction Grants Program

The 2025 Construction Grants Program provided financial support in the form of grants for small businesses within commercial corridors related to City-initiated construction projects. The program supported those in pre-construction, active construction or post-construction phases.

Corridor Pilot Program

The City of San Antonio, in collaboration with Main Street America, launched the Corridor Program Pilot in FY 2023. The goal through this initiative was to select two commercial corridors that would receive direct support from Main Street America and the City over a two-year period.

What began as a pilot program has been transformed into what is now the RevitalizeSA: Corridor Leadership Program (RCLP), which launched in FY 2024. During the early stages of recruiting applicants for the pilot program, it was realized the most benefit to participants and the community was to empower them with guidance. From there, funding for actionable change can be made. This is where RCLP emerged. Funds from the original pilot program were used for the facilitation of RCLP and associated grant funds, which were supplied by State and Local Fiscal Recovery Funds made available through the American Rescue Plan Act (ARPA).

This program was activated in 2023.

COVID-19/Construction Recovery Grant

The COVID-19/Construction Recovery Grants Program was offered as a targeted relief effort for small businesses impacted by both COVID-19 and prolonged construction-related loss of revenues tied to specific City-initiated projects. Businesses who qualified received up to $35,000 in grant funding to help offset demonstrated losses in 2022 compared to 2021.

This grant was awarded in 2023.

Digital Presence Program

This program gave small business owners located in City-initiated construction zones an opportunity to expand their digital reach. The City supported eligible small businesses in San Antonio to reach more customers online.

Façade Improvement Grant Program

The City's Façade Improvement Grant Program was offered to award grants to support aesthetic and functional upgrades for active small business spaces and associated building exteriors visible from the public right-of-way.

Eligible projects received grants from $5,000 to $50,000 for approved, eligible project costs. Applicants were required to meet the full list of eligibility criteria, including geographic priority area requirements for proposed projects.

Façade Improvement Grant Program offered the following:

  • Grants for project costs were available from $5,000 to a maximum of $50,000, with project cost matches based on project location's combined equity score.
  • Eligible costs included proposed work associated with making façade, landscape and signage improvements at property.
  • Assistance navigating additional City programs and resources, including City Fee Waivers, the City's Tree Fund and single point-of-contact assistance with City's Development Services Department and Office of Historic Preservation.

This grant was awarded in 2024.

Noise Mitigation Program

The City of San Antonio's Noise Mitigation Program assisted local business owners with a grant opportunity to offset part of qualifying costs designed to reduce noise emissions. The City hoped to enable voluntary adherence to noise ordinances, creating a stronger community environment for businesses, patrons and local residents. The application for this program was launched on March 27, 2023, and ran through April 28, 2023.

This program was awarded in 2023.

Outdoor Spaces Grant Program

The City of San Antonio Outdoor Spaces Grant Program offered grants to improve outdoor dining and drinking spaces for small, independent and locally owned food and drinking establishments that were located inside San Antonio city limits. Eligible applicants who met the program requirements received up to $10,000 towards eligible project expenses.

Grant awards for qualifying project costs ranged from $2,000 to $10,000. Total funds awarded were based on the project location's Combined Equity Score and funding match requirements.

Successful grant applicants will also have access to other City support and services, including single-point-of-contact assistance with Development Services and Historic Preservation needs, and City Fee Waivers for the approved project.

This grant was awarded in 2023.

Phase 0 SBIR/STTR Grant Program

The Phase 0 SBIR/STTR Grant Program assisted San Antonio-based companies to diffuse the costs of developing and submitting SBIR/STTR grant proposals.

Successful applicants to this program were eligible to receive a grant of $2,000 per company. Total funding for the Phase 0 Grant Program was capped at $10,000.

Applications for Phase 0 grants were accepted and considered on a first-come-first-served basis.

The grant was awarded during 2023 to 2024.

SBIR/STTR Matching Grant Program

The Small Business Innovation Research and Small Business Technology Transfer (SBIR/STTR) Matching Grant Program supported research-focused San Antonio small businesses that have received a federal SBIR/STTR grant.

It was intended to support San Antonio startup companies that have a high potential for commercial viability to establish new markets and spur export-oriented growth.

This grant was awarded in 2023.

Second Stage Company Grant Program

This grant program is designed to help second-stage companies mitigate challenges such as managing a growing staff or entering new markets. Awarded funds should be used to engage in deliberate investments to grow locally and regionally, as identified via a written and reviewed growth strategy.
