The Head Start Policy Council authorized by the San Antonio City Council, in accordance with Head Start Federal Regulations, acts as part of the official governing body for the City of San Antonio Head Start Program. In this role they share responsibility with the San Antonio City Council and the Neighborhoods and Livability Subcommittee of the City Council for program oversight, shared decision-making and general policy making.
The Council includes elected parent members of children currently enrolled in the Head Start program and community representatives elected by parent members of the Head Start Policy Council. The terms are for one (1) year with a term limit of five (5) years. The Community Services Block Grant (CSBG) is a federal, anti-poverty block grant which funds the operations of a state-administered network of local agencies. This CSBG network consists of agencies that create, coordinate and deliver programs and services to low-income Americans in 96 percent of the nation's counties. The City of San Antonio, Department of Human Services (DHS) is the designated Community Action Agency and the Community Services Block Grant eligible entity for Bexar County. The Department of Human Services (DHS) has also operated the Community Action Program (CAP) since 1979.
The Community Action Advisory Board (CAAB) acts in an advisory capacity to the City Council on the operation of the Community Action Program, and oversees the extent and quality of services to the poor. The mission of the CAAB Board is to serve as forum for policy on poverty and to assure that the issues of the poor are effectively heard and addressed, and to inspire self-sufficiency in individuals and families, respecting and recognizing their desire to make a change for themselves and their families.
The Community Action Advisory Board is a federally mandated tripartite board comprised of 15 members and includes five representatives from each of the following categories: Representatives of the Poor, Representatives of Organizations, and Elected Officials to include four City Council Members appointed by the Mayor, and one County Commissioner appointed by the County Judge.

The City/County Joint Commission on Elderly Affairs works to improve the quality of life of seniors in San Antonio and Bexar County through outreach, advocacy, support of Senior Services and resources. The City/County Joint Commission on Elderly Affairs was established in 2002 by the San Antonio City Council and the Bexar County Commissioners Court. After several years of diligent efforts on the part of Bob Ross, former Councilman and community leader, and others, Council and Commissioners Court recognized the need for an advisory commission that would study and report the concerns of an ever-growing Bexar County senior population.
The role of the commission is to serve in an advisory capacity on issues related to seniors, advocate for seniors in the community, and serve as a clearinghouse for information on elderly issues, programs and services. Priority issues of the commission include ensuring Seniors have access to: prescription drugs, Medicare, and Medicaid; nutrition; transportation; Senior One Stop Centers; housing, long term care and assisted living; crime and safety; and tax relief and legal assistance.

The SA 2020 Commission on Strengthening Family Well-Being, works in concert with stakeholders, SA2020, and the Department of Human Services to help meet the family well-being and safety net goals, indicators, and measure identified during the SA2020 process. The Commission serves in an advisory capacity to the City Council on matters affecting the well-being of San Antonio residents and families.
