The City of San Antonio's Compliance, Opportunity & Access (COA) Department works to ensure that all residents can access City programs, services, and spaces free from discrimination or barriers. We achieve our mission by promoting fairness in City service delivery through compliance with civil rights, ADA, and language access laws.

We equip departments with tools to advance access to City services through data-informed decision-making and subject matter expertise for San Antonio residents with the greatest need.
