The Regional Planning Division Staff negotiates agreements related to landowners' requests to create a special district in the City's ETJ and makes recommendations to the City Council when the City's consent to the county's creation of a district is requested.
Special Districts requests include Public Improvement Districts, Water Control and Improvement Districts, and Fresh Water Supply Districts. One of the most common Special Districts requests to City are Chapter 382 Public Improvement Districts (PIDs), also referred to as Special Improvement Districts.
Generally, PIDs are created by the County when a landowner request creating a district and receives consent of the City (by City Council Resolution) whose ETJ the District will be established. The City conditions its consent through Development Agreements with the landowners (by Council Ordinance).
