The City Council of the San Antonio will hold two public hearings to allow interested persons the opportunity to be heard regarding two proposed Strategic Partnership Agreements (SPAs) between the City of San Antonio (City) and the Espada Special Improvement District (District) No. 1 and the Stone Garden District. The public hearings will be held in the Council Chamber in the Municipal Plaza Building, 114 W. Commerce Street, San Antonio, Texas 78205, no earlier than 5 p.m. on Wednesday, June 11, 2025, and no earlier than 9 a.m. on Thursday, June 12, 2025.

The Espada District includes 426.794 acres of land, generally located southeast of the intersection of Southeast Loop 410 and US Highway 281 South, in the extraterritorial jurisdiction (ETJ) of the City of San Antonio and in Bexar County. City Council District 3 is the closest council district.

The Stone Garden District includes 423.15 acres of land, generally located northeast of the intersection of Old Corpus Christi Road and of Richter Road in the ETJ of the City of San Antonio and in Bexar County. City Council Districts 3 is the closest council districts.

The proposed SPAs allow the City to annex for limited purposes the commercial properties in the Districts. The City may levy sale and use taxes on the commercial properties. However, the City cannot levy property taxes on these properties. The SPAs contain future annexation terms and other provisions, which would bind each owner and future owners of land included within the territories of the Districts on the date the SPAs become effective. The City agrees that it will not annex or to attempt to annex for full purposes the District properties until on or after December 31, 2054. During the terms of the SPAs, the District properties will be in unincorporated Bexar County.
