Notice of Public Hearings on a Proposed Strategic Partnership Agreement between the City of San Antonio and the Espino Special Improvement District
The Espino District includes 241.815 acres of land, generally located southeast of the intersection of W US Highway 90 and Masterson Road, in the extraterritorial jurisdiction (ETJ) of the City of San Antonio and in Bexar County. City Council District 4 is the closest council district.
The proposed SPA allows the City to annex for limited purposes the commercial properties in the Districts. The City may levy sale and use taxes on the commercial properties. However, the City cannot levy property taxes on these properties.
The SPA contains future annexation terms and other provisions, which would bind each owner and future owners of land included within the territories of the Districts on the date the SPA become effective. The City agrees that it will not annex or to attempt to annex for full purposes the District properties until on or after December 31, 2055.
