Notice of Public Hearings on a proposed Strategic Partnership Agreement between the City of San Antonio and the Briggs Ranch II Special Improvement District(PDF, 12MB).
The City Council of San Antonio will hold two public hearings to allow interested persons the opportunity to be heard regarding a proposed Strategic Partnership Agreement (SPA) between the City of San Antonio (City) and the Briggs Ranch II Special Improvement District (District). The public hearings will be held in the Council Chamber of the Municipal Plaza Building, 114 W. Commerce Street, San Antonio, Texas 78205, no earlier than 5:00 p.m., on Wednesday, October 1, 2025, and no earlier than 9:00 a.m., on Thursday, October 2, 2025.
The Briggs Ranch II Special Improvement District encompasses approximately 384.353 acres of land, generally located south of Potranco Road and east of Highway 211, in the extraterritorial jurisdiction (ETJ) of the City of San Antonio and in Bexar County. City Council District 4 is the closest council district.
The proposed SPA allows the City to annex for limited purposes the commercial property in the District. The City may levy sales and use taxes on the commercial property; however, the City cannot levy property taxes. The SPA contains future annexation terms and other provisions, which would bind each owner and future owners of land included within the territory of the District on the date the SPA becomes effective. The City agrees that it will not annex or to attempt to annex for full purposes the District property until on or after December 31, 2052. During the terms of the SPA, the District property will be in unincorporated Bexar County.
