ETJ Planning

For the City of San Antonio, there are major benefits that can be derived from developing land use plans in its Extraterritorial Jurisdiction (ETJ), even if annexation is not a future reality for these areas. The Annexation and Growth Management Policy(PDF, 32MB) serves as a basis for creating manageable and logical planning areas for future analysis.

A long-range planning framework for the ETJ was recently created by developing data and methodologies that will guide the planning process for specific sub-areas within the ETJ. A total of seven ETJ planning sub-areas were created for future analysis, starting off with the Southside Bexar County Area followed by an ETJ Prioritization Plan, which will determine which sub-area plan will be developed next.

Additionally, two Military Protection Areas (MPAs) were developed as a direct result of a 2017 state law curtailing unilateral annexation by Texas Cities. Those two areas are within 5 miles of Camp Bullis and the Lackland Training Annex. Updates related to ETJ planning efforts and MPA Information will be located on this page.
