Chief Innovation Officer

Kate Kinnison, Chief Innovation Officer

Career

Kate Kinnison was appointed Chief Innovation Officer in 2024, leading collaborative efforts to improve City operations. In response to San Antonio's projected budget deficits starting in 2025, she refocused the Office of Innovation on in-depth operational reviews, helping departments identify more than $20 million in savings opportunities while minimizing service impacts.

Kate provides strategic direction for Innovation's core functions:

Since joining the City in 2012, Kate has held six roles across the Department of Human Services, Office of Management and Budget and Office of Innovation. As the City's first Research and Development (R&D) Administrator, she led the creation of the R&D League with Southwest Research Institute, The University of Texas at San Antonio (UTSA) and USAA to apply evidence-based approaches to City challenges. She also led the development of CivTechSA and SASpeakUp to expand community participation in City decision-making.

These collaborative efforts earned national recognition from the International City/County Management Association (ICMA) and the Alliance for Innovation. Kate was named among StateScoop's Top 50 Women in Tech nationally.

Prior to her time with the City of San Antonio, Kate worked in local, state and federal government, as well as the private and nonprofit sectors.
