The Housing Opportunities for Persons with AIDS Program is the only federal program dedicated to the housing needs of people living with HIV/AIDS. Under this program, the U.S. Department of Housing and Urban Development (HUD) makes grants to local communities, states and nonprofit organizations for projects that benefit low-income persons living with HIV/AIDS and their families.
The City distributes its Housing Opportunities for Persons with AIDS funds through a competitive bid process. Every two years, a competitive Request for Proposals (RFP) under the Emergency Solutions Grants program is issued by the Department of Human Services, soliciting proposals from organizations. The Department of Human Services subjects all proposals received in response to the RFP to a rigorous review and selection process. Proposals selected for funding are executed as one-year contracts with the option of single renewal at the end of the contract term.
The City of San Antonio's Department of Human Services administers the program and coordinates activities.
