TVSA Public is the City of San Antonio’s public access television channel, offering residents a chance to create, produce, and share their own non-commercial, educational, or entertaining shows for free.
TVSA provides a welcoming space for aspiring or professional content creators, artists, community leaders, or anyone who is passionate about visual storytelling.
NOTE: To apply, you must be a San Antonio resident and at least 18 years old.
Create Your Own Show
Once you're approved as a TVSA Content Creator, you'll have access to three production options:
- TVSA Studio
- Reserve TVSA’s fully equipped studio at Plaza de Armas and bring your vision to life with professional gear and staff support.
- Check Out Equipment
- Film independently using cameras and other gear available for checkout from TVSA. View equipment rules and regulations.
- Submit a Pre-Produced Show
- Already have a show ready to go? Submit it to air on TVSA Public.

You can create shows on a wide variety of topics, including:
- Animation
- Arts and Culture
- Music
- Comedy
- History
- Youth and Children
- Religion and Spirituality
- Interviews, Training and Documentaries
As long as your show is non-commercial and follows the City’s Terms & Conditions, the spotlight is yours.

Content Creator Application
Once your application is received, staff will review it and contact you to learn more about your project.
Terms & Conditions
- The Content Creator must be 18 years of age or older and reside within the city limits of San Antonio.
- Content Creator warrants that the programming content does not include:
- Any material that is in violation of Subchapter B: Obscenity, of Chapter 43 of the Texas Penal Code;
- Any material that violates local, state, or federal law;
- Any material that is libelous, slanderous, defamatory, or that constitutes an unlawful invasion of privacy;
- Any advertising of commercial products or services;
- Any solicitations or appeals for funds; and
- Any unlawful use of copyrighted material.
- Content Creator agree that all necessary rights and clearances to transmit program content over the City’s Public Access Channel have been obtained, and the City will accrue no liability.
- Content Creator agrees that the City has the right to refuse to broadcast any submitted programming found to be in conflict with federal, state, or local laws and City guidelines as they may be adopted or amended.
- Content Creator agrees that City has the sole right to schedule broadcasts of any programming.
- Content Creator agrees to obtain all necessary copyright clearances, licenses, and permits as may be necessary. The City may refuse to broadcast a program until the Content Creator provides the City with proof sufficient to the City that the copyright holder has agreed to allow the broadcast of the copyrighted material.
Equipment Rules & Responsibilities
Rules
- Equipment use is for Public Access shows only.
- Equipment can only be used by approved Content Creators.
- You must have a valid Texas Driver’s License.
- Equipment may not be taken outside San Antonio (unless you have written permission).
Responsibilities
When using City equipment, you must:
- Take a tutorial before your first checkout.
- Take care of the equipment and avoid damage.
- Pay for any lost or damaged items.
- Not let others use, fix, or move the equipment.
Returning Equipment
You must return the equipment within 24 hours (weekends and holidays excluded). If you're late, you’ll be charged a $25 per-hour late fee. You can pay late fees by check or credit card.
Until all late fees or damages are paid, you won’t be allowed to:
- Check out more equipment.
- Air new shows.
The City can inspect or request the return of equipment at any time.
TVSA Studio
The TVSA Studio is located within the Plaza de Armas. The Plaza de Armas Building is located behind City Hall and next to the Spanish Governor's Palace. All guests must enter the building through the front entrance.
