About

In November 2001, the Citizens of San Antonio voted to create the position of an independent City Internal Auditor. Overwhelmingly passed, Proposition One amended the City Charter and established the internal audit office to perform financial, fiscal compliance and other audits as directed.

In November 2008, City Council passed Ordinance #2008-11-20-1015 (PDF), which further clarified the role and authority of the City Auditor. This includes independent and objective evaluation of the City's risk exposures as they relate to:

  • Effectiveness and efficiency in operations
  • Reliability and integrity of financial and operational information
  • Safeguarding of assets
  • Compliance with laws, regulations and contracts

The Ordinance also established a five-member Audit Committee as one of the standing Committees of the City Council to provide guidance and oversight to the Office of the City Auditor in the performance of its duties. The City Auditor reports to the Mayor and City Council through the Audit Committee. 

Mission

The Office of the City Auditor will facilitate government accountability to the citizens of San Antonio through non-partisan, independent, objective and fact-based assessments of City programs, activities and functions. These assessments are conducted within a system of quality management that ensures professional excellence and adherence to applicable standards.

Vision

To add value by positively influencing organizational improvement and decision-making through objective assurance that City programs and processes are working as intended and that public resources are used in an effective, efficient and responsible manner.

Standards

The Office of the City Auditor adheres to the Generally Accepted Government Auditing Standards (Yellow Book) issued by the U.S Government Accountability Office in the performance of all applicable audit projects. The Yellow Book provides a framework for performing high-quality audit work with competence, integrity, objectivity and independence. Such performance provides accountability and helps improve government operations and services.
