Ben Gorzell

Career

Ben Gorzell was named Chief of Financial & Administrative Services in April 2025. In his role, he oversees the Departments of Finance, Information and Technology Services, and Human Resources, and the Offices of Risk Management and City Council Support. Additionally, he serves as the Supervisor of Public Utilities, a position under the City Charter. In this role, he advises the City Manager and City Council on matters related to the regulatory oversight over the City’s municipally owned utilities, CPS Energy and the San Antonio Water System, as well as limited issues related to telecommunications, cable, and other utilities that use the City’s public right-of-way.

In his prior role, Gorzell served as the Chief Financial Officer for over 14 years. During his over 34 years of service with the City of San Antonio, he has worked in various capacities including Finance Director, Controller, Assistant Controller, and Accountant.

During his tenure, he has performed a wide range of responsibilities to include overseeing the preparation of the City’s Annual Comprehensive Financial Report, developing financial policies, leading reviews of rate cases submitted by the City owned utilities, developing complex plans of finance such as the recent Convention Center Hotel financing, overseeing management of the City’s debt programs which have produced the largest general obligation bond programs in the City’s history while maintaining excellent bond credit ratings, and assisting in the development of the City’s annual budget.
