Director, Michael Shannon.

Career

Michael Shannon, PE, CBO was appointed Director of the Capital Delivery Department in August 2025. He has worked with the City of San Antonio for 23 years, most recently as the Director of Development Services Department since 2017. He also served as interim Director for the Animal Care Services Department in 2024.

Mr. Shannon oversees 188 employees with a budget of approximately $250M for Capital Projects and the Capital Management Services (CMS) Fund in FY 2026. The CMS Fund supports four divisions that manage the City of San Antonio's Capital Improvement Program (CIP) through all of the following phases related to major capital improvement projects:

  • planning
  • design
  • construction
  • architectural and engineering services

The Capital Delivery Department will also lead planning for future bond programs, with a clear focus on delivering projects on time, within budget and aligned with public expectations.

Before his current appointment, Mr. Shannon served as the City's Development Services Director and Building Official. He led a team of more than 500 employees with a $75M budget. In this role, he oversaw the following activities for the City:

  • land development
  • zoning
  • plan review
  • permitting
  • building inspections
  • code enforcement
  • graffiti abatement

Prior to joining the City, he worked as a Fire Protection Graduate Engineer with an international fire protection engineering consulting firm.
