District 8 Calls for Annexation & Growth Management Policy Review

SAN ANTONIO (May 4, 2026) – Today, Councilmember Ivalis Meza Gonzalez submitted a Council Consideration Request (CCR) requesting that the Governance Committee consider a review and possible amendments to the City’s 2023 Annexation & Growth Management Policy.
The request seeks to ensure that San Antonio’s growth policies keep pace with the scale and impact of new developments in the Extraterritorial Jurisdiction (ETJ), particularly those seeking city consideration, such as consent for the creation of a special district. The CCR emphasizes the need for stronger oversight, clearer standards, and a more comprehensive evaluation of how large-scale projects impact infrastructure, public services, and surrounding communities in the ETJ.
“This is about making sure we are planning responsibly not only for the city but also the surrounding areas.” said the District 8 Councilmember.“ Growth is inevitable, but how we manage it will determine the quality of life for our residents and that of our neighbors. We must ensure that policies guiding annexation and development are aligned with our infrastructure capacity and community priorities.”
The CCR outlines the importance of exploring enhanced review processes, including infrastructure impact assessments, cost-benefit analyses, and improved transparency when considering developments that rely on city support. These measures aim to provide the City Council and residents with a clearer understanding of both the opportunities and long-term implications of proposed projects in the ETJ.
“Development in our ETJ can have lasting impacts on traffic, drainage, public safety, and City services,” she added. “We owe it to our residents to ensure that every project being proposed in the ETJ seeking city support is evaluated with a long-term, community-first perspective.”
The CCR has received support from Councilmembers representing Districts 3, 4, 6, and 7.
