District 6 Councilmember and Governance Committee Take First Step Toward Data Center Growth Amid Resource Concerns
SAN ANTONIO (December 12, 2025) – The Governance Committee has voted to move forward with a Council Consideration Request (CCR) calling for a comprehensive review of data center growth and its potential impact on the city’s natural resources and infrastructure.
The CCR outlines several key questions that must be addressed as data centers continue expanding in San Antonio, including:
To obtain answers to these questions, Councilmember Galvan is asking the Development Services Department (DSD) to coordinate with San Antonio Water System (SAWS) and CPS Energy to evaluate how projected data center expansion may affect local resources. This collaborative analysis aims to ensure that San Antonio can support technological growth while protecting long term sustainability for residents.
DSD proposed a four-step process approved by the governance committee: Step 1 – Compile a comprehensive list of applicable regulations at the local and state levels. Step 2 – Engage stakeholders, including municipal utilities. Step 3 – Determine applicable code changes based on statutory allowances. Step 4 – Present recommendations to the Planning and Community Development Committee
