D5 Councilmember Celebrates First City Hall to All Public Comment
Published on October 16, 2026
SAN ANTONIO (October 15, 2026) – City Council is the form of government closest to the people. They meet nearly year-round, and their decisions often have immediate impacts on constituents' lives through infrastructure, zoning, policies, and general City services. Although City Council meets frequently, residents often face barriers to attending weekday meetings at City Council Chambers downtown.
On October 14, 2026, San Antonio residents gathered at Normoyle Community Center for the first City Hall to All public comment session, bringing the City Council’s public comment process directly into the community. The session provided residents with the opportunity to share their perspectives, raise concerns, and speak directly to City Council outside of the traditional City Hall setting and time.
City Hall to All was initiated through a Council Consideration Request led by Councilmember Teri Castillo, with the goal of making civic participation more accessible by bringing opportunities for public engagement into neighborhoods across San Antonio.
The first session marked an important step toward expanding access and creating additional opportunities for residents to participate in local government closer to home.
“By holding public comment outside of Municipal Plaza, the City of San Antonio can help make public participation more accessible to residents limited by transportation, employment schedules, and caregiving responsibilities,” said Councilmember Teri Castillo. “There is also much value in Council going beyond their home district to gain a deeper understanding of the communities we serve. That kind of community-centered conversation is exactly what makes this pilot so valuable.”
The District 5 Office thanks the residents who participated in the first session and all City Staff who helped launch this community-based approach to public engagement.
Additional City Hall to All sessions will provide residents across San Antonio with more opportunities to participate in the public comment process outside of City Hall.
