San Antonio International Airport Provides Briefings on Key Infrastructure and Design Initiatives


SAN ANTONIO (January 28, 2026)  During today’s City Council B Session, San Antonio International Airport (SAT) provided Councilmembers with three briefings on multiple planning and design initiatives supporting the airport’s long-term infrastructure, safety and operational efficiency. 

Councilmembers received a post-solicitation update on the Airfield Design Services for the Airfield Safety Enhancement and Improvements Program (ASEIP), which includes upgrades to Runway 13L-31R and taxiway facilities, consistent with the Federal Aviation Administration (FAA)-approved Airport Layout Plan. The agreement with the City and its recommended firm will advance the program from 30% to 100% design through 2030 and support SAT’s long-term growth and safety goals outlined in the Strategic Development Plan approved by City Council in 2021. This design effort is being advanced in coordination with the ongoing FAA-led National Environmental Policy Act (NEPA) Environmental Impact Statement (EIS) process, which is evaluating potential environmental effects of proposed airfield improvements. Advancing design activities under ASEIP provides support for data-driven decision-making, facilitates regulatory coordination and strengthens public engagement while ensuring that no final construction decisions are made until the NEPA EIS process is completed and a Record of Decision is issued.

A second post-solicitation briefing for Architectural Design Services for the Terminal A and B Reconfiguration and Rehabilitation Program (TABRR) was also presented, which includes upgrades to hold rooms, restrooms, finishes and other key passenger areas. The selected firm will coordinate closely with the Construction Manager at Risk, with final design completion aligned with the opening of the new terminal facility in Summer 2028. City Council previously approved improvements to Terminal A and B as part of the Airline Use and Lease Agreement authorized in September 2024.

Councilmembers also received a pre-solicitation briefing on the proposed Centralized Receiving and Distribution Center (CDRC) at SAT. The CRDC will serve as a single, secure point for receiving, inspecting and distributing all concession-related goods. A third-party operator, solicited through an RFP process, will manage day-to-day logistics, security screening and temperature-controlled storage before goods are delivered airside.
